Provide comments on the proposed California Baptist University (CBU) Specific Plan <br />Amendment (SPA) and Environmental Impact Report (EIR); and <br />2. Receive a presentation and file the staff report. <br />No formal action by the CHB is required, as the SPA does not affect any historic resources that <br />would trigger approval of a Certificate of Appropriateness. <br />SITE BACKGROUND: <br />The California Baptist University Specific Plan (CBUSP) was adopted on March 26, 2013. The <br />Specific Plan currently encompasses 49 contiguous parcels within the CBU main campus and <br />five non - contiguous parcels located north of Magnolia Avenue and east of Adams Street. CBU <br />is surrounded by a mixture of single - family and multi - family residential, church, and convalescent <br />uses to the north; single - family and multi - family residential, retail, church, and office uses to the <br />east; single - family and multi - family residential, commercial and school uses to the west; and <br />State Route 91 (SR -91) to the south. <br />The area that encompasses the Specific Plan area was developed in the late 19th century with <br />the Riverside Lower Canal and fields of orchards, groves, and large residences. The main CBU <br />campus includes two designated City Landmarks: the A.C.E. Hawthorne House (constructed in <br />1889 -1890) and the associated A.C.E.
