1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />City Attomeys utnce <br />3900 Main Street <br />Riverside, CA 92522 <br />(951) 826-5567 <br />RESOLUTION NO. 23344 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br />CALIFORNIA, ESTABLISHING RULES OF PROCEDURE AND ORDER OF <br />BUSINESS FOR THE CITY COUNCIL OF THE CITY OF RIVERSIDE AND <br />RELATED FUNCTIONS AND ACTIVITIES AND RESCINDING ALL PRIOR <br />ACTIONS TAKEN THERETO, AND REPEALING RESOLUTION NO. 23308. <br />WHEREAS, it is the intent and desire of the City Council to conduct its business in an <br />orderly and fair manner; and <br />WHEREAS, there are certain basic rights of due process and opportunity to address issues <br />with equity, fairness, and equal protection of the law; and <br />WHEREAS, certain parliamentary procedures have been found to be useful in order to <br />assure that the communication and process of government are fair, reasonable, and just; and <br />WHEREAS, the City has a duty to proceed with the business of government in an efficient <br />and orderly fashion; and <br />WHEREAS, the City Council desires to establish uniform norms and procedures in order <br />to accomplish these goals. <br />BE IT RESOLVED by the City Council of the City of Riverside as follows: <br />That the following shall be the Rules of Procedure and Order of Business of the City <br />Council, and shall govern all proceedings of the City Council therein described, subject to the <br />exceptions and deviations provided for in such rules. <br />Violation of these rules shall not be construed as a penal offense, excepting that breach of <br />the peace or willful failure to comply with the lawful orders of the City Council or its presiding <br />officer shall be punishable as misdemeanors under applicable law. <br />I <br />AUTHORITY <br />The Charter of the City of Riverside provides that the City Council shall determine its own <br />rules and order of business. By virtue thereof, and when not in conflict with the Charter of the <br />City of Riverside and the Constitution and laws of the State of California, the following set of <br />rules shall be in effect upon adoption by the City Council and until such time as they are amended <br />1 <br />
