Proposed amendments include, but are not limited to: <br />1) re- organization and update to bring the existing Code into compliance <br />with State laws and technological advancements; 2) new or modified <br />definitions related to lighting; 3) creation of lighting zones; 4) new design <br />and development standards; 5) new procedures for reviewing lighting <br />plans; and 6) establishing prohibited types of lighting. Christina <br />Bartscher, Associate Planner, presented the staff report. There were no <br />comments from the audience. Steve LaFond, Principal Engineer, <br />Riverside Public Utilities, responded to the Commission's questions. <br />The Public Hearing was closed. Following discussion the Planning <br />Commission recommended that the City Council: 1) Adopt the Negative <br />Declaration prepared for the project in compliance with the California <br />Environmental Quality Act (CEQA); 2) Determine that, based on the <br />Negative Declaration, the project will not have a significant negative effect <br />on the environment; and 3) Approve Planning Case P18 -0290 (Zoning <br />Code Amendment), based on the findings in the staff report and as shown <br />in Exhibit 3 of the Planning Commission staff report. <br />PLANNING CASE P18 -0337 — Zoning Code Amendment to Prohibit <br />Marijuana Uses - Citywide <br />Proposal by the City of Riverside to amend the Zoning Code (Title 19 of <br />the Municipal Code) to prohibit marijuana uses, including retail sales, <br />cultivation, manufacturing, distribution, and microbusinesses, but <br />excluding Cannabis Testing Laboratories. Dave Murray, Principal <br />Planner, presented the staff report. Comments from the audience: <br />Stefan Borst - Censullo, cannabis attorney from Long Beach requested <br />that the Planning Commission reject the current proposal and consider <br />Approved Planning Commission Minutes — May 31, 2018 <br />Page 1 of 3 <br />
