Brian Norton, Senior Planner, presented the staff <br />report. Andrew Walcker, Overland Development, stated they were in <br />agreement with the recommended conditions. There were no comments <br />from the audience. The public hearing was closed. Following discussion <br />the Planning Commission recommended that the City Council: 1) <br />Determined that the project is exempt from the California Environmental <br />Quality Act (CEQA) subject to Section 15061(b) (General Rule) of the <br />CEQA Guidelines, as it can be seen with certainty that the project will <br />have no significant effect on the environment; and 2) Approve Planning <br />Case P17 -0550 (Alley Vacation), based on the findings in the staff report <br />and subject to the recommended conditions. <br />PLANNING CASE P18 -0074 — General Plan Amendment — Mid -cycle <br />update to the 5th Cycle, 2014 -2021 Housing Element <br />Proposal by City of Riverside to amend the General Plan 2025 to adopt a <br />mid -cycle update to the 5th Cycle, 2014 -2021 Housing Element. The <br />Housing Element identifies and analyzes existing and projected housing <br />needs; sets forth statements of community goals, objectives, and policies <br />for the preservation, conservation, improvement, and production of <br />housing, and contains a housing policy program that responds to current <br />and future needs within the limitations posed by available resources. The <br />Mid -Cycle Housing Element applies to all City wards. Doug Darnell, <br />Senior Planner, presented the staff report. He stated that a memo was <br />distributed this morning which corrected a revision that was omitted <br />following the publication of the report. There were no comments from the <br />audience.
