1 RESOLUTION NO. 18841 <br /> <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> OF RIVERSIDE, CALIFORNIA, AUTHORIZING WAIVER <br />3 OF FORMAL BIDDING AS REQUIRED BY RESOLUTION <br /> NO. 17788 WITH RESPECT TO INCREASING THE <br />4 PURCHASE ORDER WITH UNITED SECURITY ALLIANCE <br /> BY $14,850 FOR SERVICES THROUGH JUNE 30, 1996. <br />5 <br />6 WHEREAS, the Park and Recreation Department has a need to <br />7 provide security guard service at various park sites consisting of <br />8 restroom closures, inspection of the park to identify problems, <br />9 provision of daily reports, and standing guard service to patrol <br />10 specific areas on an as needed basis; and <br />11 WHEREAS, United Security Alliance, by the informal bid <br />12 process, was awarded a contract in November, 1994 to provide guard <br />13 service, which contract was extended and a purchase order issued <br />14 in the amount of $15,000 for fiscal year 1995-96; and <br />15 WHEREAS, one change order in the amount of $6,150 has <br />16 been processed to pay outstanding invoices which brings the total <br />17 contract to $21,150; and <br />18 WHEREAS, an additional $14,850 is estimated to be needed <br />19 for the remainder of this fiscal year because unforeseen events <br />20 occurred this year, including providing standing guard service at <br />21 the Stewarts Boathouse and a facility at Cross and Victoria while <br />22 they were unoccupied without alarm protection, and emergency guard <br />23 service at Cesar Chavez Community Center due to a broken water <br />24 main which disabled the burglar alarm; and <br />25 WHEREAS, park restroom closures have also been increased <br />26 from seven closures to eleven with the addition of four restrooms <br />27 at Fairmount Park and one restroom at the Riverside Sports Complex <br />A~orney's Office <br />Street <br />CA 92522 <br />782-5557 <br /> F:\WPDATA\RES\96000301.~ <br /> <br /> <br />
