Ben Clymer, Jr., spoke regarding the Mayor's veto and the City <br />Manager's contract. Jason Hunter spoke regarding the Fringe Benefits and <br />Salary Plan and Charter Officers. Teresa Weber spoke regarding City <br />funds, City Officials, homelessness, and Ward 6 residents. Raychele <br />Sterling spoke regarding Ward 4 Councilmember Conder, the Mayor, and <br />the City Council. Ron Williams spoke regarding Arlington Avenue repairs <br />and safety and Measure Z. Rosa Robles spoke regarding the City <br />Manager's contract and the Mayor's veto. <br />COMMUNICATIONS <br />LEGISLATIVE REPORT <br />Intergovernmental Relations Officer Lopez reported on the tariff on steel and <br />aluminum imports, the National Infrastructure Plan, Senate Bill 90 <br />designating the 60/90/215 interchange as the Joseph Tavaglione <br />Interchange, and homelessness. <br />WORKSHOP <br />RESIDENTIAL RECOVERY FACILITIES AND GROUP HOMES <br />OVERVIEW <br />Following discussion and without formal motion, the City Council received <br />and ordered filed the presentation on legal regulations of residential <br />recovery facilities and group homes. <br />DISCUSSION CALENDAR <br />ENGINEERING, DESIGN, AND CONSTRUCTION LETTER AGREEMENT - <br />SOUTHERN CALIFORNIA EDISION - VISTA SUBSTATION <br />Following discussion, the City Council (1) approved the Engineering, Design <br />and Construction Letter Agreement with Southern California Edison <br />Company for work associated with the existing metering pulse totalizer units <br />and California Independent System Operator metering at the Vista <br />103-236 <br />
