2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />Crrt A7 mmEY9 Orme <br />3rAW Mhw 5TRM <br />Rr.DF, CA 92522 <br />(951) 926-5567 <br />RESOLUTION NO. 2014-01 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY <br />OF RIVERSIDE, CALIFORNIA, (1) ADOPTING AND ESTABLISHING A <br />WATER CONSERVATION SURCHARGE OF 1.5% OF TOTAL WATER <br />RATES AND CHARGES (ORIGINALLY ADOPTED AND ESTABLISHED <br />ON MAY 25, 2004 BY CITY COUNCIL RESOLUTION20695) BY <br />AMENDING WATER RATE SCHEDULES WA -1, WA -2, WA -3, WA -4, WA - <br />5, WA -6, WA -7, WA -8, WA -9 AND WA -10, EFFECTIVE UPON COUNCIL <br />APPROVAL THROUGH TEN YEARS THEREAFTER; (2) MAKING <br />RELATED FINDINGS OF FACT; AND (3) RECOMMENDING CITY <br />COUNCIL APPROVAL THEREOF <br />WHEREAS, the City of Riverside ("City") by and through its Public Utilities Department <br />("RPU") is obligated to (1) serve its water customers safe, reliable and equitably priced water, <br />(2) operate its Water Utility in an efficient and economical manner, and (3) operate, maintain and <br />preserve its Water Utility in good repair and working order; and <br />WHEREAS, RPU is responsible for operating the Water Utility in such a manner that <br />revenues from the sale of water shall at least equal the costs of operation, including all <br />maintenance and operating, administrative and general, debt service, capital improvements, tax - <br />related payments and other costs incurred in complying with prudent utility business practices; <br />and <br />WHEREAS, for over 100 years_ the delivery of safe and reliable water to its customers <br />has been an essential service of RPU. RPU's water supplies primarily come from underground <br />wells fed by melting snow from the San Bernardino Mountains; and <br />WHEREAS, on May 25, 2004, the City Council adopted Resolution 20695, approving a <br />ten-year water conservation surcharge, expiring on May 31, 2014, to serve the growing need for <br />water conservation in the City of Riverside; and <br />WHEREAS, the proposed Water Conservation Surcharge is a 1.5% surcharge applied to <br />all RPU water customer accounts, including residential and commercial, and it is listed as an <br />individual line item on the monthly utility bill. The amount of the surcharge is calculated by <br />applying the surcharge to the amount of a customer's water bill; and <br />WHEREAS, revenue from the Water Conservation Surcharge will be utilized for (1) <br />conservation, education, and water use efficiency programs and (2) research, development, and <br />1 <br />
