I1 <br />21 <br />3 <br />I0 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />181 <br />191 <br />RESOLUTION NO. 2013-3 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA (1) ADOPTING A NEW OPTIONAL ELECTRIC <br />DOMESTIC TIME -OF -USE TIERED RATE (SCHEDULE D-TOU-TIERED), ; <br />(2) CLOSING THE OPTIONAL ELECTRIC DOMESTIC TIME -OF -USE RATE <br />(SCHEDULE D -T -O -U); (3) MAKING FINDINGS OF FACT; AND (4) <br />RECOMMENDING CITY COUNCIL APPROVAL THEREOF. <br />WHEREAS, the City of Riverside's ("City"} Department of Public Utilities ("RPU') has <br />submitted for action by the Board of Public Utilities (`Board') and the City Council, the <br />proposed adoption and approval of an Electric Domestic Time -Of -Use Tiered Rate (Schedule D- <br />TOU Tiered) and closure of Electric Domestic Time -Of -Use Rate (Schedule D -T -O -U), as <br />further explained herein; and <br />WHEREAS, time -of -use rates benefit electric utility systems by shifting energy usage <br />from on -peak periods, when the demand for electricity is highest, to the off-peak periods; and <br />WHEREAS, time -of -use rates benefit customers by offering rate savings by reducing on - <br />peak electricity use, in favor of off-peak use when system electrical demands are lower; and <br />WHEREAS, as electric vehicles ownership is expected grow, encouraging off-peak <br />vehicle charging further reduces exposure to peak energy prices and distribution system stress, <br />and provides environmental support by reducing vehicle emissions. <br />WHEREAS, service under the optional Schedule D-TOU Tiered will be limited to the <br />first 500 customers; and <br />WHEREAS, customers will remain on Schedule D-TOU-Tiered until such customer <br />211 requests a change in service to their otherwise applicable tariff and must remain on the otherwise <br />221 applicable tariff for twelve months prior to reapplying to this Schedule; and <br />231 WHEREAS, the Schedule D-TOU Tiered Rate will be reviewed annually for customer <br />participation, customer load patterns and shining, and the impact of electric vehicles; and <br />2511 WHEREAS, on December 14, 2010, City Council approved closing Schedule D T -O -U <br />27 <br />28 <br />Q"ATVXW 500= <br />RriumnCACM <br />MI) 67&w <br />to new customers when it was determined the rate structure was significantly below the cost of <br />residential service being provided; and <br />WHEREAS, RPU has proposed closing Schedule D -T -O -U to existing customers <br />I <br />
