1 <br />3 <br />4 <br />S <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26' <br />27 <br />28 <br />Cm AnoRNLYsOFFE <br />JWW MAIN SmEr <br />RlvEmDr. CA 91522 <br />(951E 826.5567 <br />RESOLUTION NO. 2012-01 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY <br />OF RIVERSIDE, CALIFORNIA, (1) ESTABLISHING INCREASES IN THE <br />WATER RATES OF THE CITY'S WATER UTILITY BY IMPOSING <br />RECYCLED WATER CHARGES ON WATER RATE SCHEDULES WA -1, <br />WA -3, WA -4, WA -6, WA -7 AND WA -9, EFFECTIVE UPON COUNCIL <br />APPROVAL AND ONE YEAR FROM COUNCIL APPROVAL, <br />RESPECTIVELY; (2) ADOPTING REVISED WATER RULE 1; (3) MAKING <br />RELATED FINDINGS OF FACT; AND (4) RECOMMENDING CITY <br />COUNCIL APPROVAL THEREOF <br />WHEREAS, the City of Riverside ("City") by and through its Public Utilities Department <br />("RPU") is obligated to (1) serve its water customers safe, reliable and equitably priced water, <br />(2) operate its Water Utility in an efficient and economical manner, and (3) operate, maintain and <br />preserve its Water Utility in good repair and working order; and <br />WHEREAS, RPU is responsible for operating the Water Utility in such a manner that <br />revenues from the sale of water shall at least equal the costs of operation, including all <br />maintenance and operating, administrative and general, debt service, capital improvements, tax - <br />related payments and other costs incurred in complying with prudent utility business practices; <br />and <br />WHEREAS, for over 100 years, the delivery of safe and reliable water to its customers <br />I has been an essential service of Riverside Public Utilities. RPU's water supplies primarily come <br />from underground sources fed by melting snow from the San Bernardino Mountains; and <br />WHEREAS, RPU is now developing additional safe, reliable, local, sustainable and cost <br />effective water supplies. Part of this water supply will be recycled water which will be used to <br />irrigate landscaping and recharge local groundwater levels for RPU wells. RPU is proposing a <br />Recycled Water Charge to pay for the costs of added facilities, ensuring that Riverside customers <br />have reliable sources of water for generations to come; and <br />WHEREAS, RPU staff has developed a proposed recycled water distribution system and <br />recommends a project to allow RPU to expand its recycled water system at an estimated cost of <br />$100 million (the "Recycled Water Plan"); and <br />WHEREAS, the Recycled Water Plan includes the Arlington -Central Avenue Pipeline <br />Project which is improvements to the existing distribution system and the Water Quality Control <br />
