1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />C nY N rCMf4 CW= <br />39ODMAINBrIM <br />Rrvomo4G9= <br />(961) n6W <br />RESOLUTION NO. 2010- 03 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA (1) ADOPTING REVISED ELECTRIC RATE <br />SCHEDULE NEM (NET ENERGY METERING FOR SOLAR OR WIND <br />TURBINE ELECTRIC GENERATING FACILITIES) AND NEW SCHEDULE <br />FIT (FEED -IN TARIFF FOR RENEWABLE ENERGY GENERATION <br />FACILITIES), EFFECTIVE JANUARY 1, 2011; (2) CLOSING SCHEDULE D- <br />T O -U (DOMESTIC TIME -OF -USE SERVICE) (EFFECTIVE UPON CITY <br />COUNCIL APPROVAL); (3) ADOPTING A REVISED ELECTRIC RULE 10, <br />"DISTRIBUTION SYSTEM ADDITIONS" AND ELECTRIC RULE II <br />"ELECTRIC SERVICE FACILITIES", EFFECTIVE 60 DAYS FROM DATE <br />OF APPROVAL BY CITY COUNCIL; (4) MAKING FINDINGS OF FACT; <br />AND (5) RECOMMENDING CITY COUNCIL APPROVAL THEREOF <br />WHEREAS, the City of Riverside's ("City'] Department of Public Utilities ("RPU"} has <br />submitted for action by the Board of Public Utilities ("Board'D and the City Council, the <br />proposed adoption and approval of revised Electric Rate Schedule NEM (Net Energy Metering <br />for Solar or Wind Turbine Electric Generating Facilities), new Schedule FIT (Feed -In Tariff For <br />Renewable Energy Generation Facilities), closure of Schedule D -T -O -U (Domestic Time -Of -Use <br />Service), and revised Electric Rule 10, "Distribution System Additions," and Electric Rule 11, <br />"Electric Service Facilities"; and <br />Existing Net Energy Metering (NE* Rate <br />WHEREAS, on July 1, 2002, as required by Public Utilities Code section 2827, the City <br />adopted Schedule NEM, for eligible customer generators who install a solar or wind turbine <br />generating facility intended to primarily offset part or all of their own electrical requirements; <br />and <br />WHEREAS, State Assembly Bill 920 (AB 920), enacted on October 11, 2009, modified <br />the net energy metering {"NEM") requirements of Public Utilities Code Section 2827, and the <br />City now needs to make changes to Schedule NEM to comply with the revised law; and <br />WHEREAS, NEM eligible customers are those with solar and/or wind generating <br />facilities on the customer's owned or leased premises, with a capacity of less than I megawatt <br />intended to primarily offset all or a portion of the customer's own electrical requirements; and <br />111 <br />1 <br />
