K, <br />a <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />CM ATr0*Mr§0" Cl <br />7900 MAOVsn= <br />)97T) 97&3w <br />RESOLUTION NO. 2009-02 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA (1) ADOPTING REVISED ELECTRIC RULE 12, <br />WATER RULE 12, ELECTRIC RATE SCHEDULE D DOMESTIC SERVICE <br />AND ELECTRIC RATE SCHEDULE PA POWER -AGRICULTURAL AND <br />PUMPING, TO BE EFFECTIVE ON OR AFTER MARCH 31, 2009; (2) <br />MAKING FINDINGS OF FACT; AND (3) RECOMMENDING CITY <br />COUNCIL APPROVAL THEREOF. <br />WHEREAS, the City of Riverside's ("City") Department of Public Utilities ("RPU") has <br />submitted for action by the Board of Public Utilities ("Board') and the City Council, the <br />proposed adoption and approval of revised Electric Rule 12, Water Rule 12, Electric Rate <br />Schedule D Domestic Service and Electric Rate Schedule PA Power -Agricultural And Pumping; <br />I and <br />WHEREAS, Electric and Water Rules 12 currently permit a customer to submeter <br />electric and water service through a master meter to apartment complexes, <br />condominiums/townhouses, shopping centers, industrial parks and trailer parks; and <br />WHEREAS, by submetering, the master meter customer is able to then allocate monthly <br />utility charges equitably amongst individual units of the submetered property, based upon each <br />individual unit's consumption of utilities. Without such submetering, the customer will pay the <br />entire utility bill, with no ability to pass on such charges to the individual tenants; and <br />WHEREAS, RPU requires that the master meter customer cannot bill the submetered <br />tenant in excess of the rates prescribed in the Electric and Water Utility's rate schedules for like <br />service; and <br />WHEREAS, the updated language in Electric and Water Rule 12 will ensure that a <br />master meter customer cannot charge a submetered tenant more than the submetered tenant's pro <br />rata share of the total utility charges billed by RPU to the master meter customer and that the <br />cumulative amount charged to submetered tenants by a master meter customer cannot exceed the <br />total amount the master meter customer is charged by the Electric or Water Utility; and <br />WHEREAS, a modification of Electric Rate Schedule D Domestic Service will be made <br />to reflect changes of Electric Rule 12; and <br />
