1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />141 <br />151 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />CMArrelV a"Cl, a <br />RmM=CA%= <br />CM1 6t&W <br />RESOLUTION NO. 2009-01 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, (1) ADOPTING REVISED WATER RATE <br />SCHEDULE WA -9, TO BE EFFECTIVE ON OR AFTER MARCH 31,2009; (2) <br />MAKING FINDINGS OF FACT; AND (3) RECOMMENDING CITY <br />COUNCIL APPROVAL THEREOF. <br />WHEREAS, the City of Riverside ("City") by and through its Public Utilities Department <br />("Department") is obligated to (1) serve its water customers safe, reliable and equitably priced <br />water, (2) operate its Water Utility in an efficient and economical manner, and (3) operate, <br />maintain and preserve its Water Utility in good repair and working order, and <br />WHEREAS, the Department is responsible for operating the Water Utility in such a <br />manner that revenues from the sale of water shall at least equal the costs of operation, including <br />all maintenance and operating, administrative and general, debt service, capital improvements, <br />tax -related payments and other costs incurred in complying with prudent utility business <br />practices; and <br />WHEREAS, on May 3, 2005, the City Council approved a plan where all wholesale <br />nurseries served water from the Water Utility domestic water system would be transitioned to the <br />WA -6 General Metered Service Water Rate applicable to other commercial and business <br />customers. Approximately 30 to 40 wholesale nursery customers exist in Riverside and range in <br />size from 2 to 55 acres; and <br />WHEREAS, many of these wholesale nurseries are of smaller size in Riverside's <br />greenbelt on parcels of 20 acres or less. These wholesale nurseries consist of operations that are <br />consistent with the goals of Proposition R and Measure C which were meant to encourage <br />agriculture in areas specifically designated as the greenbelt; and <br />WHEREAS, the City proposes to provide service under the existing WA -9 Grove <br />Preservation Service rate for water used by smaller wholesale nurseries in the Greenbelt <br />provided that these nurseries plant and properly maintain, including irrigating, two to three rows <br />of citrus along the street frontage; and <br />111 <br />1 <br />
