I <br />RESOLUTION NO. 2006-01 <br />2 <br />A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY <br />OF RIVERSIDE, CALIFORNIA, ESTABLISHING INCREASES IN THE <br />3 <br />WATER RATES OF THE CITY'S WATER UTILITY FOR FIVE YEARS <br />EFFECTIVE NOVEMBER 1, 2006, 2007,2008, 2009 AND 2010; MAKING <br />4 <br />RELATED FINDINGS OF FACT; RECOMMENDING CITY COUNCIL <br />APPROVAL THEREOF <br />5 <br />WHEREAS, the City of Riverside ("City") by and through its Public Utilities Department <br />6 <br />7 <br />("Department") is obligated to (1) serve its water customers safe, reliable and equitably priced <br />8 <br />water, (2) operate its Water Utility in an efficient and economical manner, and (3) operate, <br />9 <br />maintain and preserve its Water Utility in good repair and working order; and <br />10 <br />WHEREAS, the Department is responsible for operating the Water Utility in such <br />11 <br />a manner that revenues from the sale of water shall at least equal the costs of operation, <br />12 <br />13 <br />including all maintenance and operating, administrative and general, debt service, capital <br />14 <br />improvements, tax -related payments and other costs incurred in complying with prudent <br />15 <br />utility business practices; and <br />16 <br />WHEREAS, aging infrastructure, treatment issues, unaccounted for water system Iosses, <br />17 <br />conservation efforts, population growth and capital needs are issues the City faces along with <br />18 <br />19 <br />water utilities throughout the nation; and <br />20 <br />WHEREAS, the Department has reviewed the asset, infrastructure, operational and <br />21 <br />financial needs of the Water Utility for the next 20 -years and developed the SAFE W.A.T.E.R. <br />22 <br />Plan; and <br />23 <br />WHEREAS, rate adjustments are proposed to support the Plan for the initial five years, as <br />24 <br />25 <br />summarized herein; and <br />26 <br />27 <br />28 <br />Crrr ATToRNEYs Omu <br />39DO NIAINSTREE'r <br />R1vERS M CA 92522 <br />(951) 82&5567 <br />1 <br />
