2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909)826-5567 <br />fiscal year 2004, and $4,091,000 in fiscal year 2005, (2) recommended an overall increase in the <br />retail electric rates of approximately 3.4% on November 1, 2002, 3.1% on November 1, 2003 and - <br />2.2 % on November 1, 2004 to provide the additional revenue needed for those years, and (3) <br />prepared and recommended a design which provides for full cost of service recovery on a fair and <br />equitable basis for all rate classes; and <br />WHEREAS California law now requires that an electric utility have either a standard rate <br />schedule or contract to permit certain classes of customers to interconnect their solar (photovoltaic <br />or PV) or wind turbine generators with the Electric Utility's electric system on a Net Energy <br />Metering basis; and <br />WHEREAS Department staff has developed and submitted for action by the Board and the <br />City Council of the City a new Electric Rate Schedule NEM --Net Energy Metering for Solar or <br />Wind Turbine Electric Generating Facilities to bring the City into compliance with such state law; <br />and <br />WHEREAS Department staff has also completed a review of the Department's Electric and <br />Water Rules and Fees and Charges Schedules, and Electric Rate Schedules, and has submitted <br />proposed revisions thereof for action by the Board of Public Utilities and the City Council; and <br />WHEREAS the proposed revisions to the Electric and Water Rules include minor updates <br />to the General Provisions, Electric Rules 1-8, 10-15 and 19-2I and Water Rules 3-7 and 17, <br />deletion of Electric Rule 18 (Swimming Pool Equipment), addition of Electric Rule 22 <br />(Distributed Generation), and addition of Water Rule 19 (Water Diversion) and Water Rule 20 <br />(Utility's Right of Access); and <br />WHEREAS the proposed revisions to the Electric Rate Schedules include minor language <br />changes and inclusion of the already effective public benefits surcharge in the body of each of the <br />Electric Rate Schedules; and <br />WHEREAS the proposed revisions to the Electric Fees and Charges and Water Fees and <br />Charges Schedules include cost -based increases in the fees and charges for various services <br />rendered to Electric and Water Utilities customers and in the street lighting unit of benefit charges <br />-2- <br />
