1 RESOLUTION NO. 2004-04 <br />2 A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, ESTABLISHING INCREASES IN RATE SCHEDULE <br />3 WA-6 OF THE CITY'S WATER UTILITY FOR TWO YEARS EFFECTIVE JUNE 1, <br />2005 AND 2006. <br />4 <br />WHEREAS, the City of Riverside ("City") by and through its Public Utilities Department <br />5 <br />("Department") is obligated to (1) serve its water customers safe, reliable and equitably priced <br />6 <br />water, (2) operate its Water Utility in an efficient and economical manner, and (3) operate, <br />7 <br />maintain and preserve its Water Utility in good repair and working order; and <br />8 <br />WHEREAS, the Department is responsible for operating the Water Utility in such a <br />9 <br />manner that revenues from the sale of water shall at least equal the costs of operation, including all <br />10 <br />maintenance and operating, administrative and general, debt service, capital improvements, tax- <br />11 <br />related payments and other costs incurred in complying with prudent utility business practices; and <br />12 <br />WHEREAS, on May 6, 2004, a public hearing, notice of which was duly published in The <br />13 <br />Press -Enterprise on April 21 and 25, May 2, 2004 and in La Prens on April 30, 2004, was <br />14 <br />conducted by the Board, to receive and consider a Department staff report, cost analysis and oral <br />I5 <br />and written comments thereon from the public, regarding the need for a three-year water rate <br />16 <br />increase plan; and <br />17 <br />WHEREAS, after considering such staff report, analysis and public comments, the Board <br />18 <br />established and adopted a three-year water rate increase plan including Water Rate Schedule WA- <br />19 <br />6 (General Metered Services) ("WA-6") rate increases that were one percent lower in year two of <br />20 <br />the plan and two percent lower in year three of the plan, than rate increases for residential <br />21 <br />customers; and <br />22 <br />WHEREAS, the City Council approved the three year water rate plan on May 25, 2004, <br />23 <br />except that the City Council disapproved of any WA-6 rate increases, expressing concerns <br />24 <br />regarding adoption of a WA-6 rate increase that was lower than those of residential customers in <br />25 <br />26 years two and three of the plan, and inquired about a tiered commercial rate or special rate for <br />apartments; and <br />27 <br />City Attorney's Office <br />3900 Main street <br />Riverside, CA 92522 <br />(951)826-5567 <br />
