I RESOLUTION NO. 2004-02 <br />2 A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA, ADOPTING AND ESTABLISHING AND <br />3 RECOMMENDING CITY COUNCIL APPROVAL OF A WATER CONSERVATION <br />AND RECLAMATION SURCHARGE OF ONE-HALF OF ONE PERCENT (.5%) OF <br />4 TOTAL WATER RATES AND CHARGES EFFECTIVE JUNE 1, 2004, <br />INCREASING BY ADDITIONAL ONE-HALF OF ONE PERCENT (.5%) ON JUNE <br />5 1, 2005 AND JUNE 1, 2006, UP TO A TOTAL OF ONE AND ONE-HALF PERCENT <br />(1.5%) THROUGH MAY 31, 2014, AND RESTRICTIONS ON THE USE OF WATER <br />6 SURCHARGE FUNDS. <br />7 WHEREAS the City of Riverside ("City") is fortunate to have its own local, groundwater <br />8 supplies through the efforts of City founders almost a century ago; and <br />9 WHEREAS potable water is expected to become increasingly scarce in the semi -arid Inland <br />10 Empire region; and <br />11 WHEREAS the Department of Public Utilities of the City ("Department") is responsible for <br />12 City's water supplies, services and conservation pursuant to Section 1200 of the City Charter; and <br />13 WHEREAS the Board of Public Utilities of the City ("Board") has the power and duty, among <br />14 others, to make recommendations to the City Council regarding the Department, as the City Council <br />15 deems advisable; and <br />16 WHEREAS the Board has set several three year goals and objectives for the Department <br />17 regarding water efficiency conservation programs and education, which goals and objectives have been <br />18 approved by the City Council; and <br />19 WHEREAS in order to achieve these goals and objectives, specific funding must be identified <br />20 and budgeted; and <br />21 WHEREAS Department staff has recommended a water conservation and reclamation surcharge <br />22 ("water surcharge") be established, similar to the electric utility's public benefits surcharge, to fund the <br />23 attainment of the Board's water efficiency conservation and reclamation goals and objectives; and <br />24 WHEREAS the water surcharge would fund 1) water conservation and reclamation education <br />25 programs; 2) water conservation and reclamation programs; 3) science and technology advancement <br />26 of water conservation and reclamation research, development and demonstration programs; and 4) water <br />27 conservation and reclamation assistance for low-income customers in the City; and 5) other programs <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 826-5567 <br />-1- <br />
