I RESOLUTION NO. 2003-02 <br />2 A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA (1) ADOPTING REVISED WATER RATE SCHEDULES <br />3 WA -2, WA -3 AND WA -8 AND NEW WATER RATE SCHEDULE WA -9, EFFECTIVE <br />FOR SERVICES RENDERED ON AND AFTER JUNE 1, 2003 AND BILLED WITH <br />4 THE INITIAL BILLING CYCLE IN JULY, 2003; (2) ADOPTING A QUALIFYING <br />TREES LIST EFFECTIVE JUNE 1, 2003; (3) ADOPTING REVISED WATER RULES, <br />5 FEES AND CHARGES TO BE EFFECTIVE AUGUST 1, 2003, BUT NO SOONER <br />THAN SIXTY DAYS AFTER APPROVAL BY THE CITY OF RIVERSIDE CITY <br />6 COUNCIL; (4) MAKING FINDINGS OF FACT; AND (5) RECOMMENDING CITY <br />COUNCIL APPROVAL THEREOF. <br />7 <br />8 WHEREAS, the City of Riverside ("City") Public Utilities Department ("Department") <br />9 staff completed its review of the Department's Water Rules, Rate Schedules, Fees and Charges, <br />10 and has submitted proposed revisions thereof for action by the Board of Public Utilities and City <br />11 Council of the City of Riverside; and <br />12 WHEREAS, the proposed revisions include revisions to Schedule WA -2 Flat Rate - <br />13 Temporary Service ("WA -2") to clarify WA -2's language and eliminate non -metered temporary <br />14 water service, and revisions to WA -8 Greenbelt Irrigation Service ("WA -8") to pass through to <br />15 WA -8 customers the charges for water service from the Gage Canal Company; and <br />16 WHEREAS, other revisions include termination of the applicability of WA -3 Irrigation <br />17 Metered Service to any new customers or premises after May 31, 2003 so as to terminate any <br />18 further subsidization under WA -3 of residential customers with incidental commercial agricultural <br />19 or groves on their premises; and <br />20 WHEREAS, Department staff also proposes establishment of a new WA -9 Grove <br />21 Preservation Service Water Rate Schedule ("WA -9") that would promote the development and <br />22 preservation of fruit and nut tree groves within the City; and <br />23 WHEREAS, Department staff proposes establishment of a list of nut and fruit trees that <br />24 would qualify as Qualifying Trees under WA -9; and <br />25 WHEREAS, various modifications to Water Rules General Provisions, Rules 1, 2, 4, 8, 10, <br />26 11, 12, 13, 16 and 20 are proposed by Department staff incorporating the proposed cost -based Fees <br />27 and Charges increases and making other changes to the Water Rules; and <br />City Attorney's Office <br />3900 Main street <br />Riverside, CA 92522 <br />(909)826-5567 <br />
