I RESOLUTION NO. 2000-3 <br />2 A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF THE CITY OF <br />RIVERSIDE, CALIFORNIA ESTABLISHING STANDARDS AND GUIDELINES <br />3 FOR USE BY THE RIVERSIDE ECONOMIC DEVELOPMENT CORPORATION IN <br />DETERMINING APPLICABILITY OF THE ELECTRIC RATE "SCHEDULE ED, <br />4 ECONOMIC DEVELOPMENT RATE" AND RECOMMENDING CITY COUNCIL <br />APPROVAL OF SUCH STANDARDS AND GUIDELINES. <br />5 <br />WHEREAS on April 21, 2000, the Board of Public Utilities of the City of Riverside <br />6 <br />adopted a new Electric Rate Schedule ED --Economic Development ("Schedule ED") after a duly <br />7 <br />noticed public hearing; and <br />8 <br />WHEREAS on May 2, 2000, the City Council of the City of Riverside approved <br />9 <br />Schedule ED; and <br />10 <br />WHEREAS Schedule ED provides that application of Schedule ED shall be subject to the <br />11 <br />recommendation of the Riverside Economic Development Corporation based upon standards and <br />12 <br />guidelines established and adopted by the Riverside Board of Public Utilities and approved by the <br />13 <br />Riverside City Council; and <br />14 <br />WHEREAS Schedule ED further provides that the standards and guidelines used by the <br />15 <br />Riverside Economic Development Corporation in recommending application of Schedule ED shall <br />16 <br />consider such factors as job creation, tax base increment, land use, City of Riverside's business <br />17 <br />base, location of new load within a Riverside Redevelopment Project Area or Enterprise Zone, and <br />18 <br />Riverside's overall economic strategy; and shall provide adequate protection against arbitrary <br />19 <br />application of Schedule ED; <br />20 <br />NOW, THEREFORE, BE IT RESOLVED by the Board of Public Utilities of the City of <br />21 <br />Riverside as follows: <br />22 <br />Section 1: Based upon the Schedule ED, and upon the report and presentation by the staff <br />23 <br />of the Department of Public Utilities, the Board of Public Utilities finds that the Standards and <br />24 <br />Guidelines, attached hereto as Exhibit A and incorporated herein by this reference ("Standards and <br />25 <br />Guidelines"), meet the requirements of Schedule ED and provide adequate protection against <br />26 <br />arbitrary application of Schedule ED; <br />27 <br />Section 2: The Standards and Guidelines are hereby adopted and established for use by <br />City Auoruey's Office <br />3900 M1luin Street <br />Riverside, CA 92522 <br />(909)782-5547 <br />
