1 RESOLUTION NO. 96-1 <br />2 A RESOLUTION OF THE BOARD OF PUBLIC UTILITIES OF <br />THE CITY OF RIVERSIDE, CALIFORNIA, ESTABLISHING <br />3 INCREASES IN THE WATER RATES OF THE CITY'S WATER <br />UTILITY, MAKING RELATED FINDINGS OF FACT, AND <br />4 RECOMMENDING CITY COUNCIL APPROVAL THEREOF. <br />5 WHEREAS the City of Riverside ("City"), by and <br />6 through its Public Utilities Department ("Department"), is <br />7 obligated to (1) serve its water customers safe, reliable and <br />8 equitably priced water, (2) operate its Water Utility in an <br />9 efficient and economical manner, and (3) operate, maintain <br />10 and preserve its Water Utility in good repair and working <br />11 order; and <br />12 WHEREAS the Department is responsible for operating <br />13 the Water Utility in such a manner that revenues from the <br />14 sale of water shall at least equal the costs of operation, <br />i5 including all maintenance and operation, administrative and <br />16 general, debt service, capital improvements, tax -related <br />17 payment and other costs incurred in complying with prudent <br />18 utility business practices; and <br />19 WHEREAS the rates charged for water services are <br />20 required to be designed on a fully allocated basis utilizing <br />21 a cost of service study and a design which provides for full <br />22 cost recovery on a fair and equitable basis for all rate <br />23 classes; and <br />24 WHEREAS the City's Board of Public Utilities <br />25 ("Board") is charged by Section 1202(e) of the City Charter <br />26 to establish the rates for the Water Utility, subject to the <br />27 approval of the City Council; and <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 782.5567 <br />F:\WPnATA\RES\96052201.RS <br />
