GILBERT <br />WHEREAS, Jerome B. Gilbert is retiring as General Manager <br />of the East Bay Municipal Utility District on April 1, 1991, a <br />position he has held since 1981; and <br />WHEREAS, he has done an outstanding job of overseeing the <br />operation and administration of a water and sewer system serving <br />more than a million people in the East Bay; and <br />WHEREAS, during his employment with North Marin County <br />Water District, he served as a consultant for the U.S. Agency f <br />International Development in the Philippines on worldwide water <br />supply; and <br />WHEREAS, as executive officer of the California State Water <br />Resources Control Board, his accomplishments included development <br />and enactment of a new water pollution control law, <br />implementation of statewide financial assistance programs for <br />water pollution control, design of statewide basin planning <br />programs, and direction of the preparation of key water rights <br />decisions including the Delta Decision and the American River <br />Decision; and <br />WHEREAS, as president of J.B. Gilbert & Associates and <br />later as vice president and director of Brown and Caldwell, he <br />directed engineering, environmental, and feasibility studies for <br />wastewater, drainage, water supply, and reclamation projects; <br />WHEREAS, he was voted, "Water Utility Man of the Year" by <br />the American Water Works Association in 1971 and "Man of Year" <br />the Junior Chamber of Commerce of Novato in 1963, and has been <br />
