X <br />PLANNING CASES P16-0082 and P16-0083 – Conditional Use Permit <br />and Design Review – 1340 and 1360 Blaine Street (Ward 1) <br />Proposal by Fred Cohen of CJC Design, Inc. to consider: 1) Conditional <br />Use Permit to permit an automated car wash on the ground level of a <br />proposed two-story building, and demolition of a drive-thru fast food <br />restaurant to permit the construction of a fueling canopy with six fuel <br />dispensers for the expansion of an existing service station; and 2) Design <br />Review of project plans. Candice Assadzadeh, Associate Planner, <br />presented the staff report. Fred Cohen, CJC Design, Inc, stated they <br />were in agreement with the recommended conditions. There were no <br />comments from the audience. Following discussion the Planning <br />Commission: 1) Determined that the proposed project is exempt from the Motion X <br />provisions of the California Environmental Quality Act (CEQA) review SecondX <br />pursuant to Section 15303 (New Construction or Conversion of Small All Ayes XXXXXX <br />Structures) and Section 15332 (In-Fill Development Projects); and 2) <br />Approved Planning Cases P16-0082 (Conditional Use Permit) and P16- <br />0083 (Design Review) based on the findings in the staff report and subject <br />to the recommended conditions. <br />PLANNING CASE P16-0648 – Conditional Use Permit - 4192 Park <br />Avenue, Ward 2 <br />Proposal by Omar Marroquin of OJM Architectural Design to consider a <br />Conditional Use Permit to convert an existing church dining hall into a <br />residential caretaker unit. Judy Egüez, Associate Planner, presented the <br />staff reportt. Ken Huynh stated they were in agreement with the <br />recommended conditions.
