Suhaim Bawany, Planning Technician, <br />presented the staff report. Amy Shay, applicant, stated she was in <br />agreement with the recommended conditions. Comments from the <br />audience: Donna Templeman and William Templeman spoke in <br />opposition to this proposal. They spoke regarding traffic, quality of life, <br />and decrease of property values. Following discussion a motion was <br />Motion <br />X <br />made: 1. To Determine that the project will not have a significant effect <br />Second <br />X <br />on the environment and is statutorily exempt from the provisions of the <br />Ayes <br />X <br />California Environmental Quality Act (CEQA) pursuant to Section 15274 <br />Noes <br />X <br />X <br />X <br />X <br />X <br />X <br />(Family Day Care Homes) of the CEQA Guidelines; and 2. To Approve <br />Planning Case P17 -0414 based on the findings in the staff report and <br />subject to the recommended conditions. The motion failed by a vote of 3 <br />ayes and 6 noes, the proposal was denied. <br />PLANNING CASE P17 -0290 — CONDITIONAL USE PERMIT — 19985 <br />Van Buren BI — Ward 4 <br />Proposal by Jason Gless on behalf of Gless Ranch, Inc. to consider a <br />Conditional Use Permit for the off -sale of beer and wine (Type 20 <br />License) in conjunction with an existing 3,918 square foot market ( Gless <br />Ranch Market) surrounded by orange groves on a 12.68 acre site. Sean <br />Kelleher, Associate Planner, presented the staff report. Maria Gless, <br />stated they were in agreement with the recommended conditions. There <br />were no comments from the audience.
