Theresa Newham spoke regarding the La <br />Sierra and Collett Request for Proposals and homeless housing, Send in a <br />Hero movie, and the Ward 7 City Council interviews. <br />COMMUNICATIONS <br />LEGISLATIVE REPORT <br />Intergovernmental Relations Officer Lopez reported on the Housing <br />Package, Park and Water Bond, and Senate Bill 119. Public Utilities <br />General Manager Balachandran reported on Senate Bill 100 and Assembly <br />Bills 813 and 726. <br />DISCUSSION CALENDAR <br />COMMERCIAL MARIJUANA LAND USES AND ACTIVITIES AND <br />RECREATIONAL OUTDOOR CULTIVATION MORATORIUM - INTERIM <br />URGENCY ORDINANCE INTRODUCED AND ADOPTED <br />Following discussion, the City Council (1) introduced and immediately <br />adopted an interim urgency ordinance for a moratorium prohibiting all land <br />use entitlements, building permits, business licenses and any other <br />applicable approval or decisions for commercial marijuana land uses and/or <br />activities, as well as prohibiting all outdoor cultivation of recreation marijuana <br />but exempting laboratory testing facilities; and (2) confirmed the ordinance is <br />in full compliance with State Law; whereupon, the title having been read and <br />further reading waived, Interim Urgency Ordinance No. 7391 of the City <br />Council of the City of Riverside, California, Establishing a Moratorium on <br />Motion <br />X <br />Commercial Marijuana Land Uses and Activities and on Outdoor Personal <br />Second <br />X <br />Cultivation of Recreational Marijuana, was introduced and adopted. <br />All Ayes <br />CALIFORNIA VOTER PARTICIPATION RIGHTS ACT - ELECTION DATES <br />Following discussion of the Attorney General's opinion dated July 11, 2017, <br />regarding the effect of the California Voter Participation Rights Act on <br />charter city election dates, the City Council (1) determined to extend terms <br />103-56 <br />
