Dave Murray, <br />Senior Planner, presented the staff report. Comments from the audience: <br />Harry Kurani requested additional information regarding the Public Works <br />projects listed on the Capital Improvement Program. Following <br />discussion the Planning Commission recommended that the City Council: <br />1) Determine that Review of the City of Riverside's FY2017/18 Capital <br />Motion <br />X <br />Improvement Program (CIP) (PSP17 -0018) is not subject to the California <br />Second <br />X <br />Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines <br />All Ayes <br />X <br />X <br />X <br />X <br />X <br />Section 15061 (b)(3) because the review is not considered a "project', as <br />defined by section 15378 (b)(4), and the determination of consistency by <br />the Planning Commission has no potential to result in a direct or indirect <br />physical change in the environment; and 2) Find that the FY 2017/18 Cl P <br />is consistent with the City's General Plan 2025. <br />MISCELLANEOUS PLANNING AND ZONING ITEMS <br />WORKSHOP — 2014 -2021 Housing Element <br />Doug Darnell, Senior Planner, updated the Commission regarding the <br />2014 -2021 Housing Element Update and Housing Element Rezoning <br />Program. He introduced Amy Sinsheimer, Project Manager, Michael <br />Baker Associates, consultant assisting the City of Riverside. He noted <br />that a "fact sheet' handout was distributed to the Commission this <br />morning. He stated he also had copies for the public, if anyone was <br />interested. Mr. Darnell stated that the presentation today was a workshop <br />and no formal action will be taken by the Planning Commission. Ms. <br />Sinsheimer gave an overview of the State requirements for the <br />certification of the Housing Element and rezoning program.
