Theresa <br />Newham spoke regarding the Lift Coffee Shop, and the Cheech Marin <br />Center for Chicano Arts, Culture, and Industry. Kevin Aiken spoke regarding <br />homelessness. <br />COMMUNICATIONS <br />LEGISLATIVE REPORT <br />Intergovernmental Relations Officer Lopez reported on Senate Bill 130, <br />Governor Brown's May Budget revision, and the Federal Budget. <br />DISCUSSION CALENDAR <br />2017 COOPERATIVE AGREEMENT - WESTERN MUNICIPAL WATER <br />DISTRICT - LONG-TERM WHEELING AND SURPLUS WATER SALES <br />Following discussion, the City Council (1) approved the 2017 Cooperative <br />Agreement for Long -Term Wheeling and Surplus Water Sales with Western <br />Municipal Water District for anticipated revenue of $100 million overall, to <br />lease and monetize anticipated unused production and conveyance capacity <br />with Riverside's water system through June 30, 2037, and to lease and <br />monetize anticipated unused water export rights in the Bunker Hill Basin <br />Motion <br />X <br />through June 30, 2027; and (2) authorized the City Manager, or his <br />Second <br />X <br />designee, to execute the agreement. <br />All Ayes <br />MEASURE Z SPENDING PRIORITIES - CONTINUED TO LATER IN THE <br />DAY <br />Following discussion, the City Council received and provided input on staff's <br />revised Measure Z spending priorities over a five-year period as outlined in <br />the written staff report in conjunction with separately presented Measure Z <br />spending recommendations from the Budget Engagement Commission, the <br />matter was continued to later in the day. <br />102-303 <br />
