Matthew Taylor, Assistant Planner, presented the staff report. <br />Ryan Condron, applicant, stated they were in agreement with the <br />conditions. There were no comments from the audience. Following <br />discussion the Planning Commission: 1) Determined that Planning Case <br />Motion <br />X <br />P17 -0073 constitutes an Existing Facility and is categorically exempt from <br />Second <br />X <br />the provisions of the California environmental Quality Act (CEQA) per <br />All Ayes <br />X <br />X <br />X <br />X <br />X <br />X <br />Section 15301 of the CEQA Guidelines; and 2) Approved Planning Case <br />P17 -0073 based on the findings outlined in the staff report and subject to <br />the recommended conditions. <br />PLANNING CASE P16 -0854 — Downtown Specific Plan Amendment <br />Proposal by the City of Riverside to amend the Downtown Specific Plan <br />with regard to permitted and conditionally permitted land uses within the <br />Raincross and Justice Center Districts. Luke Seibert, Associate Planner, <br />presented the staff report. Jay Eastman, Principal Planner, announced <br />that a comment had been received for this case and was distributed to <br />the Commission prior to the meeting. He responded to the comments <br />and explained the inconsistencies staff had identified. There were no <br />comments from the audience. Following discussion the Planning <br />Motion <br />X <br />Commission recommended that the City Council: 1) Determine that the <br />Second <br />X <br />proposed project is exempt from further California Environmental Quality <br />Ayes <br />X <br />X <br />X <br />X <br />X <br />X <br />Act review pursuant to Section 15061(b)(3), as it can be seen with <br />certainty there is no possibility this proposed amendment to the <br />Downtown Specific Plan will have a significant effect on the environment; <br />2) Approve Planning Case P16 -0854 (Specific Plan Amendment), based <br />on the justifications outlined in the staff report; and based on the findings <br />Approved Planning Commission Minutes —April 6, 2017 Page 1 of 2 <br />
