W A T E R E N E R C Y I <br />RIVERSIDE PUBLIC UTILITIES <br />WI& Board Memorandum <br />P U B L I C U T I L I T I E S <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 28, 2016 <br />ITEM NO: 4 <br />SUBJECT: TRANSMISSION LINE POLE REPLACEMENTS AND APPROVAL OF SIX WORK <br />ORDERS FOR A TOTAL OF $412,000 <br />ISSUE: <br />Approve Work Order No. 1019026 for $64,000, Work Order No. 1114171 for $63,000, Work Order No. <br />1114173 for $56,000, Work Order No. 1114174 for $81,000, Work Order No. 1019025 for $95,000, and <br />Work Order No. 1710269 for $53,000, for a total of $412,000 for pole replacements. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities approve Work Order 1019026 in the amount of $64,000; Work Order <br />1114171 in the amount of $63,000; Work Order 1114173 in the amount of $56,000; Work Order 1114174 <br />in the amount of $81,000; Work Order 1019025 in the amount of $95,000; and Work Order 1710269 in <br />the amount of $53,000 for a total of $412,000. <br />BACKGROUND: <br />Riverside Public Utilities contracted Osmose Inc. to perform pole inspection services on 13 wooden poles <br />supporting transmission and distribution facilities, and install support trusses where applicable. Because <br />the inspection outcomes, ultimate scopes of work, and cost of each pole was unknown at the outset, <br />individual work orders were initiated to effectively track the costs related to each pole. Support trusses <br />were installed on seven (7) poles enabling them to remain in service without the expense of replacement. <br />The inspection results demonstrated that six (6) of the poles require complete replacement. <br />This work will replace existing aged infrastructure with new overhead transmission and distribution <br />facilities to maintain and improve the reliability of electric service to customers in the area. The poles will <br />be replaced with higher strength poles to provide current safety factor requirements increasing electric <br />system safety and reliability. Replacement of aged overhead infrastructure is identified as part of the <br />Utility 2.0 Electric Infrastructure Road Map. <br />The work includes the installation of four wooden poles located along Strong Avenue near Orange St., <br />one wooden pole on Russell Street near Orange St., and one wooden pole in the rear of 1091 Everton <br />Place. All facilities will be installed to meet the current standards. The scope also includes removal of <br />the existing aged facilities. Outage notifications will be issued prior to any work, and any resulting <br />electric service disruptions will be coordinated with customers to minimize customer impact. <br />
