City of Arts 8L Innovation <br />HISTORIC PRESERVATION FUND COMMITTEE <br />Minutes <br />January 12, 2015, 2:00 p.m. <br />Large Conference Room, 5th Floor <br />City Hall, 3900 Main Street <br />COMMITTEE MEMBERS PRESENT: John Field, Councilman Mike Gardner, Ken Sutter, Steve <br />Lech <br />STAFF PRESENT: Erin Gettis, Historic Preservation Officer /Principal Planner <br />Teri Delcamp, Historic Preservation Senior Planner <br />Barbara Bouska, Associate Planner <br />Anthony Beaumon, Deputy City Attorney <br />Chairman Gardner called the meeting to order at 2:01 p.m. <br />COMMENTS FROM THE AUDIENCE: <br />There were no comments from the audience. <br />DISCUSSION CALENDAR: <br />1. Performance /Maintenance Agreement: <br />Teri Delcamp, Historic Preservation Senior Planner, presented a final draft of the Performance <br />/Maintenance Agreement prepared by the City Attorney's Office. The agreement language was <br />considered as standard language. Committee Members and staff agreed that each application and <br />agreement would have to be considered on a project -by- project basis. A question was brought up <br />regarding how future changes to the improvements approved under the grant would be handled. <br />Specific language would have to be added to state that any changes and /or improvements to the <br />property under the Program are to remain in perpetuity. Committee members and staff also <br />discussed whether a lien should be recorded on the property, but nothing was decided. In addition, <br />staff agreed to add page numbers to the agreement. Finally, disbursement of grant funds will be <br />treated as a reimbursement. The verbiage of the agreement and application would need rewording <br />to reflect that applicants would be reimbursed after project completion. <br />2. Application Form <br />Teri Delcamp, Historic Preservation Senior Planner, presented the final draft of the application form. <br />The Board members and staff discussed the verbiage in the application stating that both the <br />verbiage in the application and agreement have to concur. In addition, Section 5 of the application <br />should state that funds will be reimbursed after completion of work, and all application documents <br />would be posted to website. <br />HPFC Minutes 1 of 2 APPROVED Minutes <br />
