<br />— REJECTION OF NON - RESPONSIVE BIDS SUBMITTED BY NORSTAR PLUMBING
<br />AND ENGINEERING, INC. OF RANCHO CUCAMONGA, CALIFORNIA AND HEMET
<br />MANUFACTURING COMPANY, INC., DBA GENESIS CONSTRUCTION OF HEMET,
<br />CALIFORNIA — AWARD OF BID NO. RPU -7440 TO TBU INC. OF BEAUMONT,
<br />CALIFORNIA, IN THE AMOUNT OF $1,452,750.03 — WORK ORDER NO. 1515504 FOR
<br />$2,040,000
<br />ISSUES:
<br />1) Reject bids submitted by Norstar Plumbing and Engineering, Inc. of Rancho Cucamonga, California in
<br />the amount of $1,434,665.00 and Hemet Manufacturing Company, Inc. dba Genesis Construction of
<br />Hemet, California in the amount of $1,450,858.00; 2) Award Bid No. RPU -7440 to TBU, Inc. of
<br />Beaumont, California, for the construction of the Arroyo Drive Water Main Replacement Project in the
<br />amount of $1,452,750.03; and 3) Approve the capital expenditure of $2,040,000 for Work Order No.
<br />1515504.
<br />RECOMMENDATIONS:
<br />That the Board of Public Utilities:
<br />Reject as non - responsive bids submitted by Norstar Plumbing and Engineering, Inc. of Rancho
<br />Cucamonga, California in the amount of $1,434,665.00 and Hemet Manufacturing Company,
<br />Inc. dba Genesis Construction of Hemet, California in the amount of $1,450,858.00;
<br />2. Award a contract for the construction of the Arroyo Drive Water Main Replacement Project —
<br />Bid No. RPU -7440 to the lowest responsive and responsible bidder, TBU, Inc. of Beaumont,
<br />California, in the amount of $1,452,750.03; and
<br />3. Approve the capital expenditure of $2,040,000 for Work Order No. 1515504, which includes all
<br />design, construction, paving, contract administration, inspection and construction contingency
<br />costs for the Arroyo Drive Water Main Replacement Project.
<br />BACKGROUND:
<br />The construction of the Arroyo Drive Water Main Replacement Project is part of Riverside Public Utilities'
<br />(RPU) ongoing water main replacement program to replace old and high priority leaky mains. The
<br />project area consists of existing 4- and 6 -inch cast iron water mains that were installed between 1928
<br />and 1955. Based on their leak history, age and size, these water pipelines have been identified as high
<br />priority for replacement to enhance system reliability and increase fire flow.
<br />This project is in line with RPU's infrastructure road map and Utility 2.0 and directly benefits RPU water
<br />customers within the vicinity of the project in terms of system reliability and improved fire protection. This
<br />project consists of approximately 1.3 miles of replacement water main, representing about 24% of RPU's
