RPU -7441 TO MAMCO, INC. DBA ALABBASI OF <br />PERRIS, CALIFORNIA, IN THE AMOUNT OF $1,077,777 — WORK ORDER NO. <br />1703061 FOR $1,339,000 <br />ISSUES: <br />1) Award Bid No. RPU -7441 to Mamco, Inc. dba Alabbasi of Perris, California, for the construction of the <br />Arlington Avenue 16 -inch Water Main Extension Project, in the amount of $1,077,777; and 2) Approve <br />the capital expenditure of $1,339,000 for Work Order No. 1703061. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />1. Award a contract for the construction of the Arlington Avenue 16 -inch Water Main Extension <br />Project — Bid No. RPU -7441 to the lowest responsive and responsible bidder, Mamco, Inc. dba <br />Alabbasi of Perris, California, in the amount of $1,077,777; and <br />2. Approve the capital expenditure of $1,339,000 for Work Order No. 1703061, which includes all <br />design, construction, paving, contract administration, inspection and construction contingency <br />costs for the Arlington Avenue 16 -inch Water Main Extension Project. <br />BACKGROUND: <br />The City of Norco (Norco) and Riverside Public Utilities (RPU) have engaged in discussions concerning <br />water customers who are within RPU's service area, but served by Norco. These legacy water <br />customers are located near Norco's service area. It is unclear why RPU did not provide these customers <br />water service in the past. During these discussions, RPU and Norco expressed interest in developing an <br />interconnection between both agencies for emergencies and for potential future water sales. Staff <br />evaluated the opportunity and determined that extending a transmission main to serve these legacy <br />customers as well as create an interconnection with Norco was viable. <br />The Public Works Department (PW) is preparing to widen Arlington Avenue along the alignment of the <br />proposed transmission main. The street widening work is anticipated to begin in spring 2017. By <br />constructing the transmission main prior to the street widening, the pipeline can be installed in the <br />unpaved shoulder thereby reducing construction costs. <br />The work entails the construction of approximately 6,900 linear feet of 16 -inch ductile iron pipe, four fire <br />hydrants, three water services and two system connections along with all necessary fittings and <br />appurtenances. The new water facilities will be installed according to RPU's current standards. The <br />majority of the project will be constructed within what is currently an unpaved shoulder and will not <br />require trench repaving by RPU. However, paving will be required in accordance with PW standards at <br />the few locations where the pipe alignment encroaches into the paved street. The interconnection with <br />
