W A I R h N h B L Y I. l F F <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 14, 2016 <br />ITEM NO: 10 <br />SUBJECT: RFP 1603 β€” PROFESSIONAL SERVICES AGREEMENT WITH DUDEK OF RIVERSIDE <br />FOR THE RESTORATION PLAN TO REESTABLISH NATIVE VEGETATION ON A <br />PARCEL OWNED BY RIVERSIDE PUBLIC UTILITIES LOCATED IN THE CITY OF SAN <br />BERNARDINO β€”IN THE AMOUNT OF $114,982 β€” WORK ORDER NO. 1704462 FOR <br />$170,000 <br />ISSUES: <br />1) Approve the Professional Consultant Services Agreement with DUDEK, of Riverside, California, from <br />RFP No. 1603 for the Restoration Plan to Reestablish Native Vegetation on a parcel owned by Riverside <br />Public Utilities (APN 029 - 201 -140) located in the City of San Bernardino in the amount of $114,982; 2) <br />Authorize the City Manager or his designee to execute the Professional Consultant Services Agreement <br />with DUDEK, of Riverside, California and 3) Approve the capital expenditure of $170,000 for Work Order <br />No. 1704462. <br />RECOMMENDATIONS: <br />That the Board of Public Utilities: <br />Approve the Professional Consultant Services Agreement with DUDEK, of Riverside, California, <br />for the Restoration Plan to Reestablish Native Vegetation on a parcel owned by Riverside <br />Public Utilities (APN 029 - 201 -140) located in the City of San Bernardino in the amount of <br />$114,982; <br />2. Authorize the City Manager or his designee to execute the Professional Consultant Services <br />Agreement with DUDEK, of Riverside, California; and <br />3. Approve the capital expenditure of $170,000 for Work Order No. 1704462, which includes all <br />costs necessary to prepare and implement the Restoration Plan to Reestablish Native <br />Vegetation on a parcel owned by Riverside Public Utilities (APN 029 - 201 -140) located in the <br />City of San Bernardino. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) owns and maintains approximately 16 properties in San Bernardino <br />County along the Santa Ana River floodplain geographically from California Avenue in the City of <br />Redlands to Center Street in the City of Colton. One of these properties, APN 029 - 201 -140, is located at <br />the intersection of Mountain View Street and Central Avenue, and is a potential site for a future well due <br />its location and proximity to the Gage supply line. RPU maintains these remote properties and performs <br />annual maintenance, including the clearing of overgrown vegetation, creating fire breaks, cleaning up <br />abandoned homeless encampments and removing any trash at these properties. <br />In July 2015, RPU was informed of trash and debris on the property, from what appeared to be an <br />abandoned homeless encampment. RPU staff had been made aware of Santa Ana Woolly -Star (woolly - <br />star) habitat in the area. The woolly -star, as an endangered species, is protected by law from being <br />harmed. Knowing that there was an endangered species on site, RPU retained a biologist to determine if <br />the trash and debris could be removed without harming any woolly -star.
