W A I R h N h B L Y I. l F F <br />RIVERSIDE PUBLIC UTILITIES <br />Board Memorandum <br />PUBLIC UTILITIES <br />BOARD OF PUBLIC UTILITIES DATE: NOVEMBER 14, 2016 <br />ITEM NO: 6 <br />SUBJECT: FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH CAROLLO <br />ENGINEERS, INC FOR ELECTRICAL ENGINEERING DESIGN SERVICES FOR <br />BOOSTER STATIONS, WELLS AND WATER TREATMENT PLANTS, TO EXTEND <br />THE TERM TO DECEMBER 6, 2019 AT NO ADDITIONAL COST <br />ISSUE: <br />Approve the First Amendment to the Professional Services Agreement for Electrical Engineering Design <br />Services for Booster Stations, Wells and Water Treatment Plants, with Carollo Engineers, Inc. of <br />Fountain Valley, California, to extend the term to December 6, 2019 at no additional cost. <br />RECOMMENDATION: <br />That the Board of Public Utilities Approve the First Amendment to the Professional Services Agreement <br />for Electrical Engineering Design Services for Booster Stations, Wells and Water Treatment Plants, with <br />Carollo Engineers, Inc. of Fountain Valley, California, to extend the term to December 6, 2019 at no <br />additional cost. <br />BACKGROUND: <br />The City's water system is a large and complex system that utilizes 52 water wells and 38 booster <br />stations to transport water from several groundwater basins through multiple pressure zones to deliver <br />water to RPU customers within the City of Riverside. Although RPU has renovated several wells and <br />booster stations, a large number of electrical systems that provide electrical power to the water wells and <br />booster stations have been in service for more than 25 years utilizing electrical components that are no <br />longer manufactured and are outdated, and therefore, need to be replaced or upgraded. <br />In order to upgrade electrical equipment in these facilities, the electrical plans and specifications need to <br />be updated and reviewed by outside licensed electrical engineers who are familiar with water facility <br />operations and their layout involving state -of- the -art equipment and devices that require site specific and <br />detailed electrical diagrams incorporated into the plans. In addition, these improvements will provide the <br />Water Utility with the most up -to -date plans and specifications to meet current electrical code, <br />incorporating the latest technology. On February 7, 2014, the Riverside Public Utilities (RPU) Board <br />approved a Professional Services Agreement (PSA) in the amount of $231,000 with Carollo Engineers, <br />Inc. (Carollo) to provide, on an as needed basis, professional electrical engineering services, including <br />electrical design, arc flash assessment, review of plans created by RPU Water Engineering Section and <br />Water Operations, and miscellaneous electrical services. <br />Since February 2014, Carollo developed the electrical standards for wells and booster stations, reviewed <br />electrical plans for Brunton Water Well 1 -R and Gratton Booster Station, performed electrical inspections <br />at the Brunton well and two booster stations ( Gratton and Cook), and completed arc flash assessment at <br />four stations (Linden, Mockingbird, Victoria, and Palmyrita Water Treatment Plant). The total spent to <br />date is approximately $128,000, leaving about $103,000 of unspent funds in the contract. <br />
