1 <br /> <br />2 <br /> <br />3 <br /> <br />4 <br /> <br />5 <br /> <br /> 6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br /> 11 <br /> <br /> 12 <br /> <br /> 13 <br /> <br /> 14 <br /> <br /> 15 <br /> <br /> 16 <br /> <br /> 17 <br /> <br /> 18 <br /> <br /> 19 <br /> <br />2O <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br />RESOLUTION NO. 20089 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br />CALIFORNIA, (1) WAIVING THE COMPETITIVE PROCUREMENT <br />REQUIREMENTS OF RESOLUTION NO. 17788; AND (2) AUTHORIZING <br />THE INTERIM CITY MANAGER OR HIS DESIGNEE TO EXECUTE THE <br />NECESSARY CONTRACT DOCUMENTS FOR INTOXILYZER SERVICES <br />AND EQUIPMENT. <br /> <br /> WHEREAS, the California Department of Justice (DO J) toxicology laboratory has been <br /> providing toxicology services for the City of Riverside Police Department for blood, breath and <br /> urine analysis necessary to prosecute driving under the influence and narcotics arrests; and <br /> <br /> WHEREAS, the City of Riverside Police Department intends to issue a request for bid for <br />blood and urine analysis to qualified vendors; and <br /> <br /> WHEREAS, the request for proposal has been modified to delete the intoxilyzer (alcohol <br />breath test) requirement; and <br /> <br /> WHEREAS, the California Department of Justice toxicology laboratory is the only laboratory <br />available to provide intoxilyzer services and equipment to the City of Riverside Police Department; <br />and <br /> <br /> WHEREAS, the DOJ provides the equipment used by the City of Riverside Police Department <br />Officers, maintains the equipment, analysis the tests and provides expert testimony on their <br />analysis; and <br /> <br /> WHEREAS, the California Highway Patrol provides blood/urine/breath samples to DOJ for <br />arrests made in our jurisdiction. <br /> <br />NOW, THEREFORE BE IT RESOLVED by the City Council of the Riverside as follows: <br />Section 1: The competitive procurement requirements of the City's purchasing Resolution No. <br />17788 are hereby waived pursuant to Article Two, Section 201 (c) for intoxilyzer services and <br />equipment for the period of January 1, 2002 thru June 30, 2003, at an estimated cost of $1,500 per <br />month. <br /> <br /> Section 2: The Interim City Manager or his designee is hereby authorized to execute the <br />necessary contract documents. <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 826-5567 <br /> <br /> <br />
