Approve Work Order No. 1619571 for $460,000. <br />BACKGROUND: <br />The Magnolia -Plaza Reliability Project (MPRP) was approved by the Board of Public Utilities on <br />December 7, 2012. MPRP was initiated to carry out the Electric System Master Plan's recommendation <br />to maintain system reliability, improve the distribution system, and assist in the retirement of Magnolia <br />substation. The physical expansion of the interior of Plaza substation was completed in February, 2016. <br />Street and landscape improvements are a required part of the MPRP for public safety and to enhance <br />the appearance and aesthetics of the substation and to deter graffiti on the perimeter block wall. The <br />scope of the improvements include new sidewalk, curb, and drainage improvements; traffic road paving; <br />new water wise irrigation system; drought tolerant landscaping along the new block wall; new monument <br />sign; and a sewer line extension from the street to the substation. Completion of this proposed scope of <br />work will complete the physical improvements at Plaza Substation that were contemplated under MPRP. <br />Bid No. 1 239 - 1 61 9571 was posted on July 29, 2016 and closed August 17, 2016. Four contractors from <br />the Water Division's Paving Contractor panel were invited to submit bids for the street and landscape <br />improvements project. Two contractors submitted bids. Staff evaluated the bids and deemed All <br />American Asphalt of Corona, CA, to be the lowest responsive and responsible bidder.
