Office of the City Council Mike Soubirous AWEIVED JUN 2 9 2016 Dear Mayor Bailey, City of Riverside City Clerk's Office Recently, a matter arose at a City Council meeting, which needs addressing to insure a clear understanding of Council policy /procedure. The matter involved your impeding a councilmember to speak on a topic brought up by a resident during the Public Comment portion of a City Council meeting. This action created consternation among members of the council who believed the action taken by the Mayor was inappropriate, or a misunderstanding of Council policy. I respectfully urge you to review the "Rules of Procedure and Order of Business for the City Council" (Resolution # 22796), in order to avoid any misunderstanding or misapplication of these rules as your role as presiding officer as set forth in our City's Charter. The following sections listed below have been highlighted within the accompanying copy of Resolution # 22796: -Title V, Section A -4, 5 & 10 (page 6, lines 19 -23 and page 7 lines 9 -11) -Title V, Section B -2 & 5 and C -2 (page 7, lines 14 -25) -Title V, Section 1 -1 (page 10, lines 2 -4) -Title X, Section C -1 thru 5 (page 21, lines 8 -14) -Title XII, Section B (specifically page 24, line 5) -Title X, Section E -2 (page 26, lines 24 -26) -Title XVI (specifically page 31, line 16) Mayor, thank you for your cooperation in this matter. We have an upcoming presentation by our City Clerk to address suggested clarifications regarding our "Rules of Procedure and Order of Business for the City Council" (Resolution # 22796). That may be an opportunity to address any concerns or questions you may have of council at that time. As always, I am available to discuss any matter.
