CITY Or IIVERSIDE <br />CITY COUNCIL <br /> <br />COUNCILMEMBER~ <br /> <br />Minutes of: <br />Time of Meeting: <br />Place of Meeting: <br />Date of Meeting: <br /> <br />Regular Meeting of the City Council <br />3p.m. <br />Art Pick Council Chamber, City Hall <br />September 4, 2001 <br /> <br />Roll Call: <br /> <br />PUBLIC HEARINGS <br /> <br />LOCAL LAW ENFORCEMENT BLOCK GRANT 2001 PROGRAM - SUPPL. <br />APPROPRIATION <br />3 P.M.--Hearing was called to receive oral and written presentations relative <br />to the appropriation by Congress of $523 million for the continuation of the <br />Local Law Enforcement Block Grants (LLEBG) Program to be administered <br />by the Bureau of Justice Assistance, U. S. Department of Justice to provide <br />funds to units of local government to underwrite projects to reduce crime and <br />improve public safety. No one was present wishing to speak on the matter. <br />No protests were presented. The public hearing was officially closed. The <br />City Council (1)authorized the filing of ali understandings and assurances <br />contained as part of acceptance of the grant award and authorized the City <br />Manager or his designee to act in connection with the application and to <br />provide such additional information as may be required; (2) accepted <br />$594,466 from the Local Law Enforcement Block Grant Program (LLEBG) in <br />Trust Account 0000721-2XXXXX; (3) transferred and appropriated as spent <br />$594,466 and any interest earned into Account 9XXXXXX-4XXXXX and <br />$66,052 to Police Asset Forfeiture Expenditure Account 9XXXXXX-4XXXXX; <br />(4) approved the expenditure of the funds as outlined in the written staff <br />report; and (5) authorized the City Manager or his designee to execute the <br />necessary documents. <br /> <br />ZONING CASE CU-071-001 - 501 ALESSANDRO - APPEAL DENIED <br />3 P.M--Hearing was called to consider the appeal of S. Craig Yamasaki, <br />ARCO Products Company, from the decision of the Planning Commission in <br />approving subject to conditions the proposal of Combs-Marr Architects, on <br />behalf of ARCO Produets Company, to establish an automobile service <br />station with concurrent sale of fuel and alcohol, on approximately 1.51 vacant <br />acres at 501 Alessandro Boulevard situated on the southwest corner of <br />Northrop Drive and Alessandro Boulevard in Zones C-2-SP. In conjunction <br />with conditional use permits, the City Council is authorized to grant variances <br />to the Zoning Ordinance as deemed appropriate. In conjunction with the <br />above case, consideration will also be given the determination by the <br />Planning Commission that the proposed project will not have a significant <br />effect on the environment and that a Mitigated Negative Declaration be <br />adopted. Mr. Yamasaki spoke regarding the project. No protests, written or <br />oral, were presented. Following discussion, the public hearing was officially <br />closed. The City Council (1) denied the appeal thereby upholding the action <br />of the Planning Commission in approving Zoning Case CU-071-001 subject <br />to conditions; (2) adopted the staff report and environmental assessment as <br />findings; (3) upheld the Commission's determination that the project will not <br />have a significant effect on the environment because of the mitigation <br /> 87-75 <br /> <br />WARDS <br /> <br />Present <br /> <br />Motion <br />Second <br />All Ayes <br /> <br />X <br /> <br /> <br />
