CITY OF R_ ?ERSIDE CITY COUNCIL COUNC~,~MEMBERS Minutes off Date of Meeting: Time of Meeting: Place of Meeting: Regular Meeting of the City Council April 10, 2001 9 a.m. Art Pick Council Chamber, City Hall WARDS Roll Call: Following completion of the Adjourned Regular Meeting, Mayor Loveridge called the City Council meeting to order at 9:30 a.m. The Invocation was given by Councilmember Moore. The Pledge of Allegiance was given to the Flag. PRESENTATIONS Mayor Loveridge and Assistant Police Chief Mike Smith presented Certificates of Appreciation to the following Public Safety Communications Center employees for their recognition by the California Public-Safety Radio Association: Marilyn Cameron, Public Safety Dispatcher of the Year; Kelly Monteleone, Honorable Mention, Public Safety Dispatcher of the Year; and Monique Martinez, Outstanding Fire/EMS Performance of the Year. Mayor Loveridge presented a Proclamation to Emergency Services Coordinator Carmen Nieves proclaiming the month of April as Earthquake Preparedness Month. CONSENT CALENDAR The following items, presented to the City Council on the Consent Calendar for consideration, were approved by one motion affirming the actions appropriate to each item. M1NUTES The Minutes of the Meeting of April 3, 2001, were approved as presented. PLANN1NG COMMISSION ZONING CASE CU-051-001 - 3815 LA SIERRA The City Council upheld the action of the Planning Commission in approving subject to conditions the proposal of Tien Chi Fan for a conditional use permit to establish a convenience store with the sale of alcoholic beverages for off-site consumption within an existing 2,400-square-foot building located at 3815 La Sierra Avenue approximately 125 feet north of Magnolia Avenue on the east side of La Sierra Avenue, in Zone C-2; upheld the Commission's determination that the proposal would not have a significant effect on the environment; concurred in the adoption of the Negative Declaration; and found there is no evidence that the project will have any potential for adverse effect on wildlife resources and the impacts of the project are found to be de minimis pursuant to Section 711.4 of the Fish and Game Code. CASE EP-016-912 (REVISED) - 2143 CENTURY The City Council upheld the action of the Planning Commission in approving, subject to mitigation measures, the proposal of William Kraisosky of Land Development Consultants, to revise an approved grading plan to raise a previously graded building pad three feet from 1,318 feet to 1,321 feet, for property located at Present Motion Second All Ayes 86-308
