COUNC ~MEMBERS <br /> <br />CITY OF R ,rERSIDE <br />CITY COUNCIL <br /> <br />Minutes off <br />Date of Meeting: <br />Time of Meeting: <br />Place of Meeting: <br /> <br />Regular Meeting of the City Council <br />February 27, 2001 <br />2 p.m. <br />Art Pick Council Chamber, City Hall <br /> <br />WARDS <br /> <br />Roll Call: <br /> <br />DISCUSSION CALENDAR <br /> <br />POLICE DEPARTMENT REFORM MEASURES <br />Following discussion relative to the State Attorney General's proposed reform <br />measures for the Riverside Police Department, the City Council (1) requested a <br />review of the Mayor's Use of Force Panel recommendations at the first City Council <br />meetings in May and December for the next three years; (2) requested the City <br />Manager carry out the proposed reform points outlined in the Attorney General's <br />Stipulation for Entry of Judgment; and (3) requested a review of the reforms in the <br />Stipulated Entry for Judgment at the first City Council meetings in May and <br />December for the next three years. <br /> <br />Following further discussion, the City Council authorized execution of the <br />Attorney General's Settlement Agreement by the Mayor and authorized the City <br />Attorney to make nonsubstantive changes as necessary. <br /> <br />Following further discussion, the City Council took no action on the <br />recommendation that a small panel of nationally recognized leaders in police work <br />be invited to Riverside in two years to evaluate the City's progress and make any <br />further recommendations on how to continue to move toward becoming the best <br />police department in Southern California. <br /> <br />PUBLIC HEARINGS <br /> <br />MULTI-FAMILY HOUSING REVENUE BONDS - LINCOLN APARTMENTS - <br />7650 LINCOLN - RESOLUTION <br />3 P.M.--Hearing was called to consider approval of the issuance by the California <br />Statewide Communities Development Authority of multi-family housing revenue <br />bonds in an aggregate principal amount not to exceed $7,000,000 the principal <br />amount of which will be applied to the financing of the acquisition and rehabilitation <br />of a 150-unit multi-family residential rental housing project located at 7650 Lincoln <br />Avenue, generally known as The Lincoln Apartment Complex, to be owned and <br />operated by Victoria Heights, Ltd.
