CITY OF Ix_ YERSIDE CITY COUNCIL COUNC~LMEMBERS Minutes of: Date of Meeting: Time of Meeting: Place of Meeting: Regular Meeting of the City Council January 23, 2001 2 p.m. Art Pick Council Chamber, City Hall WARDS Roll Call: Mayor Loveridge called the City Council meeting to order at 3 p.m. PUBLIC HEARINGS CASE AM-002-001 - 3500 POLK - CONTINUED 3 P.M.--Further hearing was called on the proposal of Terry Mackey to allow a maximum 750-square-foot, 45-1hot-high electronic message center sign for an amusement park with at least 15 developable acres. This amendment would be applicable to Castle Park amusement park at 3500 Polk Street and possible other locations in the City of Riverside. At the request of the City Council Utility Services/ Land Use/Energy Development Committee, the public hearing was continued to p.m. on Tuesday, February 13, 2001. '.ONING CASE RZ-008-001 - 4905 ARLINGTON - CONTINUED 3 P.M.--Further hearing was called to consider the proposal of Gregory and Nellie Toumayan to place approximately .31-acre developed with a single-family residence at 4905 Arlington Avenue, situated on the northerly side of Arlington Avenue easterly of Valencia Street in Zone RO and remove same from Zone R-1-65, with the City Council to also consider supplementing the requested zoning with Zones S and X. The City Council continued consideration of this matter to 2 p.m. on Tuesday, February 13, 2001. Councilmcmber Kane disqualified herself from the following hearing due to a potential conflict of interest and left the dais. TRACT MAP 29606 APPEAL OVERLOOK/WYNDHAM HILL/ ALESSANDRO ARROYO 3 P.M.--Hearing was called on the appeal of Matthe;v E. Webb, President, Albert A. Webb Associates, filed on behalf of Dr. Yang-Chang Hong, from the decision of the Planning Commission in failing to approve their proposal to subdivide approximately 75.56 acres into 33 single-family residential lots, situated northerly of Overlook Parkway, easterly of Wyndham Hill Road, and southerly of the Alessandro Arroyo, in Zone RC. The City Council also considered the finding that the proposed project could have a significant effect on the environment and that a Mitigated Negative Declaration be adopted. Two people spoke in support of the appeal. No protests, written or oral, were presented. Following discussion, the public hearing was officially closed. The City Council (1) approved the appeaI of Tract Map 29606 subject to conditions but amending Condition 8 to require that the recorded covenant for Lot 6 preclude further subdivision of the site; (2) adopted the staff report and environmental assessment as findings; (3) determined that the proposed project will not have a significant effect on the environment because mitigation measures are required and adopted a Mitigated Negative Declaration; and (4) determined there is evidence before the City that the proposed project could have the potential for adverse effects on ;vildlife resources and the applicant is responsible for payment of Fish and Game fees at the time the Notice of Determination is filed with the County.
