NEIGHBORHOOD ADVISORY COMMITTEE ( NAC) <br /> RULES and PROCEDURES <br /> <br />ARTICLE I <br /> <br />Section 1. Introduction <br /> <br />The U. S. Dcpartment of Housing and Urban Development (HUD) awards annual grants through <br />its Community Development Block Grant (CDBG) Program to entitlement communities. The <br />grants arc provided to carry out a wide range of community development activities directed <br />toward revitalizing neighborhoods, economic development, and providing improved community <br />facilities and services. Specifically, the CDBG Program is to develop viable urban communities <br />by providing decent housing and suitable living environment, and by expanding economic <br />opportttnities, principally for low- to moderate-incomc persons. <br /> <br />As an cntitlcment community, the City of Riverside (City) may develop it's own programs and <br />fimding prioritics. However, the programs and funding priorities must give maximum feasible <br />priority to activities that benefit Iow- to moderate-income persons. The City may also carry out <br />activities that aid in the prevention or elimination of slums or blight. Additionally, it may certify <br />that certain activities are designed to meet other comnmnity development nccds having a <br />particular urgency because existing conditions pose a serious and immediate threat to the health <br />or welt:arc of thc community where other financial resources arc not available to meet such <br />needs. CDBG funds may not bc used for activities that do not meet these broad national <br />objectives. <br /> <br />Section 2. Purpose <br /> <br />The purpose of the Rulcs and Procedures is for the orderly conduct of a neighborhood advisory <br />committee for it to address its business and duties. <br /> <br />Section 3. Citizen Participation Plan <br /> <br />A key component in thc development of thc City's own programs and funding priorities is to <br />develop and follow a detailed plan which provides for and encourages citizen participation. It <br />must cmphasize participation by persons of low- to moderate-income, particularly residents of <br />predominantly low- to nrodcrate-income ncighborhoods, slums or blighted areas, and areas in <br />which the City proposes to use CDBG funds. <br /> <br />Thc City has developed a "Citizen Participation Plan (Plan)" as part of the City's Five-year <br />Consolidated Plan. The Plan provides for citizen participation at the community-wide level <br />through the establishment ora "Community Development Advisory Committee (CDAC)." At <br />the neighborhood advisory Icvcl, the City has established neighborhood advisory committees, <br /> <br />Adopted January 18, 2000 Amended June 26, 2001, <br />NAC Rules and Procedures Page 1 of I 1 August 28, 2001 & <br /> January 8, 2002 <br /> <br /> <br />
