W A I E R E V E R L; Y L l F F <br />RIVERSIDE PUBLIC UTILITIES <br />J III& <br />P U 6 L I{ U I I L I T I E 5 Board Memorandum <br />BOARD OF PUBLIC UTILITIES DATE: SEPTEMBER 26, 2016 <br />ITEM NO: 8 <br />SUBJECT: FIRST AMENDMENT TO THE PROFESSIONAL CONSULTANT SERVICES <br />AGREEMENT WITH SECURICON, LLC FOR A PHYSICAL AND CYBER SECURITY <br />VULNERABILITY ASSESSMENT - EXTENDING THE TERM OF THE AGREEMENT TO <br />JUNE 30, 2017, NO ADDITIONAL FUNDING <br />ISSUE: <br />Approve the First Amendment to the Professional Services Agreement (Agreement) with Securicon, LLC <br />for a Physical and Cyber Security Vulnerability Assessment, extending the term of the Agreement from <br />September 30, 2016 to June 30, 2017. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the First Amendment to the Professional Service Agreement with <br />Securicon, LLC for the Security Assessment to extend the term through June 30, 2017. <br />BACKGROUND: <br />On January 15, 2016, the Board of Public Utilities (Board) approved the Agreement with Securicon, LLC <br />(Securicon) in the amount of $342,000, for the purpose of conducting a physical and cyber security <br />vulnerability assessment, and developing security guidelines for Riverside Public Utilities. Additionally, the <br />scope includes support for the development of implementation plans to address assessment findings. <br />The assessment was completed ahead of schedule and under budget, and now staff is working with <br />Securicon to develop implementation plans for each finding. Securicon has provided great value and with <br />funds still remaining on the contract, staff recommends continuing to utilize the Securicon as a resource to <br />support developing actionable plans to resolve the assessment findings. Extending the term of the <br />agreement from September 30, 2016 to June 30, 2017 should provide sufficient time to complete the <br />implementation plans. <br />Staff plans to return to the Board in November to present a summary of the assessment findings with <br />preliminary implementation plans and cost estimates to address the findings. <br />FISCAL IMPACT: <br />There is no fiscal impact associated with extending the term of the Agreement. <br />Prepared by: Kevin S, Milligan, Utilities Deputy General Manager <br />Approved by: Girish Balachandran, Utilities General Manager <br />Approved by: John A.
