OF SANTA ANA, CA, R.J. <br />NOBLE CO. OF ORANGE, CA AND MEDINA CONSTRUCTION OF RIVERSIDE, CA <br />ISSUE: <br />Approve the Second Amendment to Master Agreements for the Water Division's Paving Contractor <br />Panel for a three -year extension with All American Asphalt, Hardy and Harper, Inc., R.J. Noble Co., and <br />Medina Construction. <br />RECOMMENDATION: <br />That the Board of Public Utilities approve the Second Amendment to Master Agreements for the Water <br />Division's Paving Contractor Panel for a three -year extension with All American Asphalt of Corona, CA, <br />Hardy and Harper, Inc. of Santa Ana, CA, R.J. Noble Co. of Orange, CA, and Medina Construction of <br />Riverside, CA. <br />BACKGROUND: <br />Riverside Public Utilities (RPU) constructs water pipeline replacement projects by hiring outside <br />contractors and by using RPU's water construction crews. When outside contractors are used, the <br />contractor as part of the scope of work completes the trench repaving. However, the water construction <br />crews do not have the means to repave the trench area. In the past, RPU relied on the Public Works <br />Department (PW) paving crews to perform the trench repaving for projects completed by the water <br />construction crews. However, the PW paving crews became increasingly busy with other projects, <br />making it difficult to schedule paving work in a timely fashion. <br />As a means to hire paving contractors in a more efficient and expedient fashion, the Board of Public <br />Utilities (Board) recommended that City Council establish the Water Division's Paving Contractor Panel <br />(Panel) on November 19, 2010, and City Council subsequently approved the Panel on December 7, <br />2010. <br />The Panel proved to be very successful as a means for RPU to repave its pipeline replacement projects, <br />and on November 1, 2013, the Board approved the First Amendment to the Master Agreements for <br />members of the Panel to extend the term for three (3) years through October 23, 2016. <br />In the last three years, the Water Division has awarded 13 paving contracts ranging in value from <br />approximately $80,000 to $300,000. <br />Recently, the workload of the PW paving crews has subsided somewhat, and it is expected that RPU will <br />again utilize their services to the extent possible. However, it is necessary to have another means for <br />completing paving projects during times when the PW paving crews are not able to meet the project <br />schedule. Therefore, staff recommends renewing the Panel for an additional three -year term with the <br />
