6 <br /> <br /> 7 <br /> <br /> 8 <br /> <br /> 9 <br /> <br /> 10 <br /> <br /> 11 <br /> <br /> 12 <br /> <br /> 13 <br /> <br /> 14 <br /> <br /> 15 <br /> <br /> 16 <br /> <br /> 17 <br /> <br /> 18 <br /> <br />19 <br /> <br />20 <br /> <br />21 <br /> <br />22 <br /> <br />23 <br /> <br />24 <br /> <br />25 <br /> <br />26 <br /> <br />27 <br /> <br />1 <br /> <br />2 <br /> <br />3 <br /> <br />4 <br /> <br />5 <br /> <br />RESOLUTION NO. 20074 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RIVERSIDE, <br />CALIFORNIA, (1) WA1VING THE COMPETITIVE PROCUREMENT REQUIREMENTS <br />OF RESOLUTION NO. 17788; AND (2) AUTHORIZING THE PURCHASING <br />SERVICES MANAGER TO ISSUE A PURCHASE ORDER IN THE AMOUNT OF <br />$131,150.00 TO AREOCOMPUTERS MAPPING SOLUTIONS AND A PURCHASE <br />ORDER IN THE ESTIMATED AMOUNT OF $47,296.88 TO VAN ISLE-AVIONICS OF <br />CALIFORNIA FOR THE PURCHASE OF UPGRADES TO THE POLICE <br />DEPARTMENT'S HELICOPTER COMPUTER AND MAPPING SYSTEMS. <br /> <br /> WHEREAS, the City of Riverside's Police Department ("Department") wishes to upgrade <br />the on-board communications computers and mapping solutions for the helicopters in the <br />Department's Police Aviation Unit; and <br /> <br /> WHEREAS, the upgrade of computers is needed for the helicopter to remain compatible <br />with the extensive computerized upgrades that have been made in the Department's marked unit <br />fleet; and <br /> <br /> WHEREAS, one of the four helicopters currently has the AreoComputer GPS (Global <br />Positioning System) Moving Map System already installed, and this devise has proven itself to be <br />the most effective tool of its kind in the law enfomement aviation industry; and <br /> <br />WHEREAS, to maintain uniformity and compatibility among aimraft, it is important to <br />utilize the same vendor for all City aircraft as much of the database is licensed and proprietary; and <br /> <br /> WHEREAS, the proposed upgraded computer system will also integrate with the existing <br />Motorola Radio/Data infrastructure to ensure prompt and accurate data exchange and <br />communication with the Department's Dispatch Communication Center, and all ground police and <br />fire units utilizing Mobile Data Computers; and <br /> <br /> WHEREAS, the Litton Flat Screen monitor is purported to be the most effective for use in <br />aircraft because it has sufficient daylight brightness to be clearly visible in the cockpit during <br />daylight operation, and is the industry standard for airborne computer screens and has a proven track <br />record of withstanding the heat and vibrations induced in airborne operations; and <br /> <br /> WHEREAS, the Department is requesting that two selected vendors, Van Isle - Avionics of <br />California and AreoComputers Mapping Systems, complete these upgrades; and <br /> <br />City Attorney's Office <br />3900 Main Street <br />Riverside, CA 92522 <br />(909) 826-5567 <br /> <br /> <br />
