MINUTES eThe Minutes of the Mee:ings of October 13, 1981, were approved as submitted. ~Meyor Brown presented ~wo Certificates of Merit to Alveris Van Fleet, CETA Programs eAdministrator, one on behalf of the City and one on behalf of Don Kinney, R/verside ~Coun~y Superintendent of Schools, commending Me. Van Fleet for her cooperation, ~suppor=, and implementation of the SY~P Program. ~The Chair reco~nized the presence in the audience of A1 Sykes representing the ~Riverside Chamber of Co~m-erce, Pete Muffoletro representing the Arlington Chamber of ~Commerce and Harvey Johnson representin~ the La Sierra Chamber of C~erce. CONSENT CALENDAR The following items were approved by one motion affirming the actions appropriate to those items listed on =he Consent Calendar and as submitted to the City Council for consideration, with the exception of the Park and Recreation Co~mission reco~,mendation regarding La Sierra Pool repairs which was removed to the Discussion Calendar. ENVIRONMENTAL PROTECTION COmmISSION PROPOSED ANNEXATION NO. 53--SPRINGBROOK GROVES A comu~ication was presented from the Environmental Protection Commission advising that, on September 23, 1981, the Commission, by a vote of 8 ayes to 0 noes, determined that the proposed annexation of approximately 556 acres of land situated between the ~Gage Canal, the Springbrook Wash, Mr. Vernon Avenue and the City limits running across ~Sugarloaf Mountain, proposed Annexation No. 53--Springbrook Groves Annexation, would ~not have a significant adverse environmental effect. The C~mnission's finding was ~upheld by the City Council. ~PUBLIC WORKS DEPARTMENT COMPLETION - ALLEY IMPROVEMENTS AT 7121 PL~GNOLIA In consideration of the recommendation from the Public Works Department, the construction of the alley improvements at 7121 Magnolia Avenue, by Sully-Miller Contracting Company, was accepted as completed; and execution of the Notice of Completion was authorized and directed. TIME EXTENSION - TRACT 9565 ~A Time Extension Request was presented from Ridgewood Development requesting a ,twelve-month extension of time to complete the off-site improvements required for Tract 9565~ located easterly of Canyon Crest Drive nornherl7 of Via Zapata; cogether with a memo from the Public Works Department advising that this tract was adopted on 3une 12, 1979, and this is the second request for a time extension. On-site and off- site construction is not complete. The Department has on file bonds and agreement in a sufficient amount to cover the installation of all required off-site improvements; :and recommends that the City Council grant a 12-month time extension to December 6, 1982; whereupon, the rec~endation was approved as presented. PURCHASING SERVICES MANAGER BID NO. 3287 - ANNUAL REQUIREMENTS FOR AUTOMOTIVE, FARM AND INDUSTEIAL LEAD ACID TYPE BATTERIES, 1981-1982 :In consideration of the reconmendation from the Purchasing Services Manager, the bid ~of Daniels Tire Service, in the amount of $20,905.37, was accepted for furnishing the ~City's annual requirements for automotiXe, farm and industrial lead acid type batteries ~for 1981-1982.
