<br />;AMENDMENT TO RIVERSIDE MUNICIPAL CODE - CASE AMD-2-812 - STREET SETBACKS IN ZONES FOR
<br />=MOBILE HOME PARKS
<br />~3:00 P.M.--Hearing was called' on the proposed amendment to Section 19.10.020 of the
<br />,Riverside Municipal Code to allow 15-foot street setbacks in Zones R-1-65, R-2,
<br />~R-3-40 and R-3-30 for mobile home parks, Case AMD-2-812. As heretofore directed by
<br />&the City Council, the minutes of the City Planning Comission and the Environmental
<br />,Protection Commission pertaining to this case are on file and are a part of the evi-
<br />~dence submitted at this hearing, whether or not any portion thereof is read or dis-
<br />cussed. The communication from the City Planning Commission stated that the
<br />Commission, by a vote of 6 ayes to 1 no, approved the proposed amendment as presented
<br />and listed in full in the Commission minutes pertaining to this matter. The communica-
<br />tion from the Environmental Protection Commission advised that the Commission, by a
<br />vote of 6 ayes to 0 noes, determined that the proposed amendment would not have a
<br />significant adverse environmental effect. The Planning Director presented departmental
<br />recommendations. No one was present wishing to speak on the matter. No written
<br />~protests were presented. The hearing was officially closed. It was determined that '~
<br />'the proposed Code amendment would not have a significan= adverse environmental effect; '
<br />~and the staff report and the environmental assessment were adopted as findings. The Motion ' 'X:
<br />[Municipal Code amendment was approved as presented; and the City Attorney was requested Second ~X~
<br />=to prepare the appropriate ordinance for introduction. All Ayes

<br />~FURTHER HEARING - ABATEMENT AND REMOVAL OF ABANDONED VEHICLES - 3429 WILBUR STREET -
<br />~CONTINUED
<br />~3:00 P.M.--Further hearing was called in the matter of the proposed abatement, the
<br />~assessment of the costs of removal of abandoned, wrecked, dismantled, or inoperative
<br />~vehicles or parts thereof, and to consider the assessment of the administrative costs
<br />'and
<br />, the costs of removal of the vehicles or parts thereof as a lien against the prop-
<br />~erty on which said vehicles or parts thereof are located at 3429 Wilbur Street. The
<br />~City Council was advised by the City Clerk that notice of this hearing had been sent
<br />~by certified mail to the owners of the vehicles and the owner of the property on which
<br />~the vehicles are located. Special Agent B. F. Carpenter of the Police Department
<br />~described the investigation in this matter and presented photographs of the area,

<br />, ~ng Council that when the area was last revisited, several of the vehi-
<br />~cles were still on the premises and inoperable. Mr. Bernard Younger requested addi-
<br />, hal time in which to repair the vehicles. Accordingly, the hearing was continued Motion ,X'
<br />~tO December 22, 1981, at 1:30 p.m., at which time the Police Department will advise Second ~X[
<br />~whether or not the vehicles have been removed. All Ayes ~

<br />~CASE PMW-63-801 - BOTH SIDES OF EVANS NELY. OF JEFFERSON - APPEAL - GRANTED IN PART [
<br />:3:00 P.M.--Hearing was called on the appeal of the City of Riverside Redevelopment
<br />Agency of one of the conditions of the City Planning Co~ission in approving their
<br />request for waiver of the filing of a parcel map to consolidate portions of ten lots
<br />into four parcels developed with residential dwellings and two parcels containing a
<br />railroad spur, situated on both sides of Evans Street northeasterly of Jefferson
<br />Street, in Zone R-1-65, Case PMW-63-801. As heretofore directed by the City Council,
<br />the minutes of the City Planning Commission pertaining to this case are on file and
<br />are a part of the evidence submitted at this hearing, whether or not any portion
<br />thereof is read or discussed. The cor~nunication from the City Planning Cormmission
<br />stated that the Cormmission, by a vote of 5 ayes to 2 noes, approved the parcel map
<br />waiver subject to the staff-recon~ended conditions. The Planning Director presented
<br />departmental recommendations, together with a map of the area. Mr. Robert Hill,
<br />representing the appellant, requested that the parcel map waiver be approved consoli-
<br />dating the subject property into six parcels, as requested by the Redevelopment Agency.
