Place of ~eeting: ~e~ Audito=~, 3720 Orange Street WARDS t~it~Z~3~t4t~St~6tt7~, Roll Call: Mayor Brown called the meeting to order, and announced that this is the scheduled time for a discussion of the Riverside Today: An Assessment, Phase Two, report. City Man- ager Weiford briefly reviewed the work done by the City staff and members of the River-[ side Today study committees, and introduced Joan Breeding, Co-Chairman of the Citizen-Govemment Planning Project Steering Committee, who conducted the discussion. ~Study committee c~airmen and appropriate staff members presented an analysis of each of~ the ten priorit7 items previously identified by the City Council. Mayor Brown excused himself durin8 the above discussion and, following the presentation conducted by Mrs. Breeding, Mayor Pro Tempore Frizzal asst~ed the Chair and presided. ~The City Manager outlined the actions which could be taken by the City Council at this t time with regard to each of the ten recomeendations presented. The following actions s , ware taken: Recommendation 1, relating to energy conservation, was referred to ~he Energy Commission and the Board of Public Utilities for consideration and advice, with the request that the Commission and Board Chairmen or their representatives appear before the City Council at the time the recommendations are presented. Recommendation 5, relative to the definition of the responsibilities of the Energy Commission and the Board of Public Utilities, was referred to the City Council Utility Services/Land Use/Energy Development Committee for resolution. Recommendation 7, concerning rarer conservation, was referred to the Board of Public Utilities and the Energy Conmission for consideration and advice, with the request that the Board and Cowsmission Chairmen or their representatives appear before the City Council at the time the reconanendations are presented. Recon~endation 2, relattm8 co coordination of economic development activities, was referred to the City Council Economic Development Committee. Reco~wnendation 8, an examination of the relationship between housing and industrial growth, was referred to the City Manager's staff for accomplishment of Task 2, the development of a work plan for a housing study. With regard to Keco~ndation 4, the updating of the Land Use Element of the General: Plan, it was the decision of the City Council to allow the request for funds from the Communit7 Development Block Grant to flow through the established funding request system. Recommendation 3, a review of the PERS program, was referred to the City Council Finance Committee for continued consideration. Recommendation 6, the consideration of broader utilization of user fees, and Recommendation 9, the identification of new mechanisms for funding, were approved and referred to the City Manager for implementation. Recommendation 10, relating to the definition of human services and addressing of policies and procedures to implement these services, was approved as presented. At 3:40 p.m., the City Council meeting was adjourned.
