<br />CONSENT CALENDAR
<br />The following items were approved by one motion affirming the actions appropriate to
<br />those items listed on the Consent Calendar and as submitted to the City Council for
<br />consideration except for pending legislation relating to sale of fireworks and the
<br />quarterly report from the Chamber of Commerce Economic Development Division, both of
<br />which were removed to the Discussion Calendar.

<br />BOARD OF ZONING ADJUSTMENT
<br />
<br /> ZONING CASE V-28-812 - ROMR INDUSTRIES, INC. - 8200 ARLINGTON AVENUE
<br />A communication was presented from the Board of Zoning Adjustment advising that, on
<br />;August 17, 1981, the Board, by a vote of 5 ayes to 2 noes, approved subject to condi-
<br />tions the request of Rohr Industries, Inc., Zoning Case V-28-812, for a variance to
<br />~provide fewer perking spaces than required and to provide alternate surfacing and
<br />~development materials for the spaces provided at 8200 Arlington Avenue, situated on
<br />]the south side of Arlington Avenue west of Van Burst Boulevard, in Zone M-2. It was
<br />~determined that the City Council would not set the matter for public hearing.

<br />~ENVIRON%MENTAL PROTECTION COMMISSION
<br />
<br />~COUNTY PROPOSED ZONE CHANGE CASE NUMBER 3475, "THE SPRINGS" PROJECT
<br />~A communication was presented from the Environmental Protection Commission advising
<br />~that, on August 12, 1981, the Commission, by a vote of 6 ayes to 0 noes, considered
<br />~the request of the County of Riverside for input in the scope of work for an EIR on
<br />~the proposal to fezone about 85 acres from Zone R-1 and Zone R-3 to C-P-S and to
<br />~rezone about 183 acres from Zones R-i and R-2 and Zone R-3 to I-P. The subject prop-

<br />: calypt s Avenue on the south and Day Street on the east. The Environmental Protee-
<br />,tion Commission (1) determined that the County's proposed list of topics to be ad-
<br />,dressed represents a comprehensive survey of the potential impacts of this project;
<br />(2) recommended that the EIR give particular attention to the topics of: (a) Air
<br />Quality, (b) Traffic Circulation, (c) Wastewater treatment and disposal, (d) Fiscal
<br />,impact and (e) The indirect impacts of the proposed development on wildlife in the
<br />,surrounding area; and (3) forwarded the comments to the City Council for review and,
<br />in turn, to the County of Riverside for its consideration. The Commission's
<br />recommendations were upheld by the City Council.

<br />COL~TY OF RIVERSIDE'S NORTH COUNTRY SPECIFIC PLAN NUMBER 168
<br />A comanunication was presented from the Environmental Protection Commission advising
<br />that, on August 12, 1981, the Commission, by a vote of 6 ayes to 0 noes, considered
<br />the County of Riverside's request for input in the scope of work for an EIR on Specific
<br />Plan Number 168, a proposed residential development consisting of 3,447 dwelling units
<br />~on approximately 1,392 vacant acres. The project site is generally situated northerly
<br />~of Manzanita Avenue at the northerly edge of the tomunity of Sunnymead and within the
<br />~southeasterly extension of Pigeon Pass Valley at the base of the Box Springs mountains.
