',~,',~,,', ',,',,',, In the absence of Mayor Brown and Mayor Pro Tempore Shepard, Councilman Bowers assumed the Chair and presided. ~BUDGET DISCUSSION ~Acting Mayor Pro Tempore Bowers called the meeting to order and announced that ~discussion would commence on the Proposed Budget for the City of Riverside for the ~Fiscal Year 1981-82, as prepared and submitted by the City Manager. Brief introductory iremarks were made by the City Manager and the Finance Director. ~Mayor Pro Tempore Shepard entered during the above presentation, assumed the Chair and ~presided. PARKS AND RECREATION DEPARTMENT The Assistant City Manager presented the proposed budget for the Parks and Recreation Department as contained in pages 245 through 273 of the Preliminary Annual Budget and in pages 183 through 195 of the Preliminary Program Budget. The Assistant City Manager and the Parks and Recreation Director answered questions from the City Council. Following discussion, staff was requested to look into contracting for the maintenance Motion X~ of parkways and backup lots; and tentative approval was given the Parks and Recreation Second ~X~ Department budget. All Ayes PUBLIC WORKS DEPARTMENT 'The Public Works Director presented the proposed budget for his department as contained ~in pages 143 through 175 of the Preliminary Annual Budget and in pages 97 through 128 ~of the Preliminary Program Budget, and informed the City Council that this is the ~first departmental budget to be presented in the Program Budget format.. The Public ~Works Director answered questions from the City Council. Following discussion, the ~Director was requested to look at updating the fee structure to cover the total cost Motion X~ ~of the service provided; and the Public Works Department budget was tentatively Second IX: iapproved. All Ayes ~AIRPORT DEPARTMENT ~The Airport Director presented the proposed budget for his department as contained in ~pages 279 through 283 of the Preliminary Annual Budget and in pages 201 and 202 of the ~Preliminary Program Budget, and answered questions from the City Council. Following a Motion X, ~brief discussion with the Airport Director and the Assistant City Manager, tentative Second ~X ~ pp oval was given the Airport Department budget. All Ayes ar ~ADJOURN~IENT ~At 5:15 p.m., the Mayor Pro Tempore adjourned the meeting to an Adjourned Regular [Meeting to be held on Thursday, June 4, 1981, at 7:00 p.m., in the Council Chamber, to iconsider the proposed Charter presented by the Charter Review Committee. 66-536
