<br />~BUDGET DISCUSSION
<br />|ln the absence of Mayor Brown, Mayor Pro Tompore Buster called the meeting to order,
<br />,and the City Council continued its consideration of the Proposed Budget for the City of
<br />iRiverside for the Fiscal Year 1982-83, as prepared and submitted by the City Manager. ',
<br />
<br />,Councilwoman Frizzel and Mayor Brown entered during the following presentation. ~X;
<br />
<br /> POLICE DEPARTMENT
<br /> The Police Chief presented the proposed budget for the Police Department and answered Motion ',X',
<br /> ~questions from the City Council. Following a brief discussion, tentative approval was Second ,X,
<br /> igiven the Police Department budget as presented. All Ayes
<br />
<br /> Mayor Brown excused himself at this time.
<br />
<br /> NONDEPARTMENTAL - ANIMAL REGULATION
<br />Consideration was given the Animal Regulation portion of the Nondepartmental Budget,
<br />~presented on page 102 of the Preliminary Budget. A written report was submitted from
<br />'the City Council Public Safety Committee recommending that the City Council (1) tenta-
<br />~tively approve the proposed budget allocation of $381,451 to the Riverside Humane Soci-
<br />'et · (2) include the supplomental budget request with all other supplemental requests
<br /> Y
<br />'and give consideration to it at the appropriate time; (3) request City staff to discuss
<br />'with the Humane Society Executive Director terms for a multiple-year contract; and
<br />~(4) request City staff to look into the possibility of using meter readers in the Pub-
<br />'lic Utilities Department to assist in identifying where dogs are located throughout the
<br />~City. Mr. William Bellamy, Executive Director of the Hunmne Society, answered ques-
<br />',tions regarding the City's contract with the Society for animal control and spoke in
<br />~support of the requests contained in the Supplemental Budget. Following discussion, Motion ~X=
<br />' the
<br />, City Council tentatively approved the Animal Regulation portion of the budget as Second ~X~
<br />~presented on page 102 of the Preliminary Budget. All Ayes

<br /> :NONDEPARTMENTAL - VISITORS & CONVENTION BUREAU
<br />~ ns deration was given the Riverside Visitors & Convention Bureau portion of the

<br />~ ndepartmental Budget. Mr. George Condos Managing Director of the Bureau, answered
<br /> No ,
<br />questions from the City Council and spoke in support of the requests contained in the
<br />,Supplemental Budget. Following discussion, tentative approval was given the Visitors & Motion , ,X,
<br />~Convention Bureau portion of the budget as presented on page 105 of the Prelim/nary Second 'X
<br />]Budget. All Ayes
<br />~NONDEPART~d~NTAL - RIVERSIDE ARTS FOUNDATION
<br />~The City Council considered the Riverside Arts Foundation portion of the
<br />,Nondepartmental Budget. A written report was submitted from the City Council
<br />,Recreation and Cultural Committee recouu~ending that the City Council (1) tentatively
<br />approve the proposed budget allocation of $63,820 to the Riverside Arts Foundation; and
<br />(2) refer the question of the nature and extent of long-term support for the arts in
<br />Riverside to the City Council Recreation and Cultural Comgnittee for review.
<br />Mr. Charles Field, Vice Chairman of the Foundation, spoke in support of the request for
<br />additional funding contained in the Supplemental Budget. Following discussion, Motion ',X',
<br /> 'Recormnendations (1) and (2) of the City Council Recreation and Cultural Committee were Second XX',
<br /> approved as presented. All Ayes

<br />AIRPORT DEPARTMENT
<br />TThe Airport Director presented the proposed budget for the Airport Department and
<br />answered questions from the City Council. A comunication was presented from Chairman
<br />Rowe of the Airport Commission recommending approval of the Airport Capital Improvement
<br />;Plan and supporting the requests presented in Addendum Number I to the Supplemental Motion ',X',
<br />',Budget. Following a brief discussion, tentative approval was given the Airport Second ',X
<br />~Department budget as presented on pages 289 through 292 of the Preliminary Budget. All Ayes
<br />
<br />[NONDEPARTMENTAL - PROMOTION AND PUBLICITY
<br />~The City Council considered the Promotion and Publicity portion of the Nondepartmental
<br />· dget presented on page 106, which provides funds expended through contractual
<br />
