John Duff, representing Narconon, a drug rehabilitation education program, <br /> briefly described =he project the organization plans to establish in Riverside~and <br /> answered questions from the City Council. The City Council thanked FAr. Duff and his <br /> associates for the presentation. <br /> <br /> PUBLIC HEARINGS BEFORE THE CITY COUNCIL AT 3:00 <br /> <br /> FURTHER HEARING - PROPOSED A~ENDMENT TO THE LAND USE AND OPEN SPACE E~E~ENTS OF THE <br /> GENERAL PLAN- CASE GP-3-812 - CENTRAL AVENUE WLY. OF CITY LIMITS - CONTINUED <br /> 3:00 P.M.--Fur=her hearing was called on the proposal of The Robert P. Warming=on <br /> ~Company, Case GP-3-812, to amend the Land Use and Open Space Elements of the tit7 of <br /> ~Riverside General Plan by deleting the existing Open Space and Regional Park (Sycamore <br /> ~Canyon) land use designations on the approximately 57.6 acres of vacant land situated <br /> ~approximately 800 feet southerly of Central Avenue adjacent to and westerly of the <br /> ~Riverside city limits, and placing this property in the Low Density Residential land <br /> ~use designation or other designation deemed more appropriate by the City Council. The <br /> ~matter was referred to the City Council Land Use Committee on September 15, 1981, and <br /> ~the hearing has been continued from time to time at the request of the applicant and <br /> ~the Land Use Committee. In consideration of the request of Mr. Ernest N. Webb, Motion ~X~ <br /> ~Albert A. Webb Associates, the applicant's representative, the hearing was further Second ~X~ <br /> continued to March 23, 1982, at 3 p.m. All Ayes <br /> , <br /> ~ZONING CASE R-27-812 - BLOCK BOUNDED BY UNIVERSITY, NINTH, MARKET AND MAIN STREET <br /> ~MALL - REZONING - ORDINANCE INTRODUCED <br /> ~3:00 P.M.--Hearing was called on the proposal of the Redevelopmen= Agency of the City <br /> ~of Riverside, Zoning Case R-27-812, to place the approximately 2% acres of vacant land <br /> ~covering the entire block bounded by University Avenue, Ninth Street, Market Street <br /> and Main Street Mall in Zone C-O and remove the same from Zones C-3 and P; with the <br /> ~City Council to also consider supplementing the requested zoning with Zones S and X. <br /> ~As heretofore directed by the City Council, the minutes of the City Planning Commission <br /> ~pertaining to this case are on file and are a part of the evidence submitted at this <br /> ~hearing, whether or not any portion thereof is read or discussed. The communication <br /> ~from the City Planning Commission stated that the Commission, by a vote of 9 ayes to 0 <br /> ~noes, approved Zone C-O, subject to the following conditions: (1) There shall be a <br /> ~two-year time limit in which to satisfy the following conditions and finalize this <br /> ~action. If the zoning is not adopted within two years of the date of introduction of <br /> ~the ordinance, the action taken on this petition shall be void. A time extension of <br /> =not more than one year may be requested of the City Council by letter. Such time <br /> ~extension request must be received by the City Clerk thirty days prior to the end of <br /> =the two-year limit; (2) The provision of public utility easements, water, street <br /> ~lights and electrical underground and/or overhead facilities and fees in accordance <br /> ~with the rules and regulations of the Public Utilities Department; (3) Installation of <br /> =curb and ~utter at ~0 feet from monument centerline, sidewalk and matching pavement on <br /> =University Avenue; (~) Removal of existing improvements on University Avenue~ (5) in- <br /> ks=alia=ion of an access ramp for the handicapped at Market and Ninth Streets; (6) Off- <br /> ~site improvemen~ plans to be approved by the Public Works Department, and a surety <br /> ~posted to guarantee the required off-site improvements prior to the final adoption of <br /> ~this zoning case; (7) Closure of existing driveway openings and size, number and <br /> ~location of new driveways to be determined at the time development takes place on the <br /> ~p p rty to Public Works Department specifications; (8) Removal and/or relocation of <br /> roe <br /> ~trees as required; (9) New driveways may require reiDca=ion or replacement of traffic <br /> <br />67-330 <br /> <br /> <br />
